It is acknowledged that there may be fluctuations in the Government's requirements during the evaluation period which may lead to increases or decreases in the actual workload after award. Offerors shall be allowed to adjust ODCs based on actual workload during contract execution.
2RFPRFP W519TC-23-R-0094.pdf, Page 54 L.5.4.2.6Are Offeror’s allowed to utilize the ODC plug number to account for required insurances (Insurance liability to third persons, General Liability, etc.) required by the RFP?No, RFP Section L.5.4.2.6 states, “The CLINs for ODCs are Government provided surrogate numbers, which are inclusive for any Offeror's applicable indirect rate adders. 3RFPRFP W519TC-23-R-0094.pdf, Page 54 L.5.4.2.6Can the Government provide a list of what items it considers to be authorized ODCs?All ODCs are evaluated and approved in advance of purchase by the USG. Contractors may not sign lease agreements or recurring service agreements which require ODCs. There are dedicated CLINs for ODCs and items not covered under an ODC are purchased for the contractor by the Government using various methods (GPC, GCSS-A, Fedmall, GSA Advantage, etc.).

PWS 1.10.6.2 states "Reimbursement may be provided for items necessary to perform contractual requirements that are not available through the Government supply system. These additional items are referred to as: other direct costs (ODCs). The contractor shall submit a purchase request (PR) in accordance with the EAGLE Purchasing and Invoice Guide. Allowable travel expenses will be applied to appropriate project funding (subject to KO approval). Additionally, pre-employment services required such as initial drug screening, certifications and other conditions of pre-employment will not be reimbursable. Other items may be reimbursable at the recommendation of the COR and the discretion of the KO."

This language implies that only those Offerors submitting directly to the Government and independent of the Offeror would need to provide separate files. In some instances, the language in the RFP implies Offerors are to submit a single file encompassing the information for the Offeror and any subcontractors who are submitting WIOS. For example, L.5.4.2.13(a) states, "The Offeror shall provide the pool and base costs or FPRAs for all proposed indirect expense rates for itself and all Subcontractor(s) who do not submit a proposal directly to the Government."
