| 1. | The Questions and Answers (Q&A) document provided to industry on March 29, 2023 noted that vendors will be responsible to purchase cleaning supplies through the installation supply store, but did not provide product availability, price lists or contact information. Please provide point of contact information so we obtain pricing information. | The supply store contact information may be found via the internet, at: (https://www.lcindustries.com/locations/). We are also providing the information here: FORT BENNING LCI SSSC |
Bldg 2385 Indianhead Rd. Fort Benning, GA 31905 PH: 706.687.3007. This information will enable vendors to make direct contact for any desired information, to include product availability and price lists.
| 2. | The Questions and Answers (Q&A) document provided to industry on March 29, 2023 included an ambiguity. While the Government stated in the answers to questions 5 and 15 that the vendor would be responsible for purchasing cleaning supplies from the installation supply store, in question 14, the government inadvertently stated that the contractor could select the vendor for the purchase of paper products AND cleaning supplies. Please clarify. | The answer provided in Question 14 included an error. To clarify, what was clearly stated in the answers to questions 5 and 15 are accurate. The vendor is required to purchase cleaning supplies for work performed under this contract from the installation supply store. The POC information for the supply store is provided in Question 1 above. | |
| 3. | Please provide the Borrowed Military Manpower (BMM) Numbers discussed at the 1 March Industry Day. | The BMM is provided in the attachment in Column E. Please note that this information is not based on any historical data kept by the Government. This information is not tracked and the government does not have it. However, the information provided is a valid estimation based on the layout of the DFACs (to account for capacity and how many people can effectively serve meals) and what has generally been observed by those with first-hand knowledge of the DFAC's operation. Accordingly, to the best of the government's knowledge and belief, this estimation is as accurate as possible. Please note, the Government believes this information is irrelevant to the preparation of proposals because the BMM will not be present under the new contract (as noted at the Industry Day). To assist offerors in formulating their proposals, the government has provided notional staffing plans (which account for no BMM) as Attachment R2 to the Solicitation. Accordingly, each vendor has already been provided an accurate representation of the necessary manpower to perform this requirement. This solicitation is a performance based service acquisition, and it is recommended that offerors leverage their expertise in formulating their staffing plan. | How to interpet the data in the attached: BMM accounts for 2 servers per serving line. Using building 3500 in the attached spreadsheet as an example, there are 8 serving lines. This means there are 16 military personnel assisting with the serving of meals for each meal, for 48 per day. |
