MEMORANDUM FOR RECORD
SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION
W50SLF-25-Q-A016

1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following
Government representatives attended the subject meeting:

2. The following items were discussed during the Pre-proposal Conference:
a. Basis for award will be made to the offeror that offers the best value to the Government, using the evaluation factors of Technical, Past Performance, and Price. The Government intends to award without discussions, but there may be a chance for discussions, corrections, or revised proposals.
b. A bid bond will be required for offers that are estimated at $150,000 or greater. The bid bond is due on the date as stated on the SF1442 block 13. The bid bond must be on a SF24 form. Rejection of a bid bond shall be in accordance with FAR 28.101-4 Noncompliance with bid guarantee requirements.
c. The Contract period is estimated 90 days, but subject to change due to STC-50 rated door lead time.
This includes all work to include cleanup and punch list. We anticipate award of the contract in late-September. Following receipt and approval of bonds we will hold a pre-construction conference and issue NTP.
d. Interested offerors must be registered in SAM. To register go to:
https://www.sam.gov/portal/public/SAM. You will need your UEI number register.
3. A power point slide presentation on the project specifics and the selection process was provided to all attendees. (Attached)
4. Questions must be submitted in writing via email, especially technical questions to:
jonathan.weber.14@us.af.mil and cezar.y.deveas.mil@army.mil. DO NOT CONTACT the Government POC Technical Users. All questions must be routed through the Contracting Office. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued through solicitation amendment on SAM.gov.
5. The attendees were escorted to the site location.
6. Questions: Are due no later than 12:00 pm on September 19, 2025.
7. Any amendments that are issued through solicitation amendment on SAM.gov.
8. The pre-proposal conference and site visit concluded at 1000 hours.
