About this file
This file contains Questions and Answers for a Department of the Army National Guard solicitation (W50SLF25QA016) for Removal and Installation of Security Doors at the Pacific Air Defense Sector, Wheeler AAF, Hawaii. The Q&A document addresses critical technical details including personnel roles, security requirements, door specifications, and installation logistics. Key technical clarifications include confirmation that QC and Safety managers should not perform primary installation work, welded frames are acceptable with slip-in door frames, and original hardware will not be reused. The solicitation requires X10 locks on Door A and panic push bars on interior doors.

Noteworthy technical specifications include a 60 radio frequency rating, no blast load or hurricane resistance requirements, and no acoustic testing post-installation. The government will conduct a visual inspection of acoustic lining. Site preparation details include availability of a laydown area for frame preparation, temporary opening protection using plywood or cones, and no upgrades to existing partition assemblies. | Q1: | Please confirm the minimum clearance requirements for the employees performing the installation. | See Paragraph 17. Security Requirements of Section 01 00 00 General Specifications |
| Q2: | Dual hat role/responsibilities were mentioned during the survey briefing. Please confirm if the PM/QC and the Superintendent/Safety managers can also fill the role of installer as well. | QC and Safety are non-production roles. They should not be doing much if any of the actual installation. They should be focused on ensuring the team performs the work to high standards and everyone stays safe while doing so. No issues with that person occasionally helping sweep up, lift something out of a truck, or other items similar in nature. The QC can also be delegated much of the paperwork, submittals, RFIs, etc. |
The Superintendent should be working with the installers as their lead. No issues if the PM double hats and ends up working quite a bit.
| Q3: | Please clarify: QC, Safety, Superintendent, Project manager. Which two/three positions can be performed by the same person at the same time? And which positions cannot be held by the same person at the same time? | See Paragraph 36. Proposed Key Personnel, Minimum Qualifications of Key Personnel, Proposed Subcontractors, Processes, Procedures and Materials of Section 01 00 00 General Specifications |
| Q4: | Please confirm if welded frames are required (per the existing frames) or if an inset or slip-in door frame is acceptable, given the space constraints. | Slip-in door frame is acceptable |
| Q5: | Please confirm that the door hardware/frame should be IDS/ACS integration ready, meaning electrified hinges, LKM10k. | No |
| Q6: | Please confirm if it is the intent to provide both the HSS Switch and Magnet installed, tested, and prepped for integration into the IDS/ACS system. | No |
| Q7: | Please confirm if an on-site location will be available for use as a ‘laydown’ area to prep (grout) door frames prior to installation, or if this should be completed off-site. | Yes, but the Government is not liable for any damages. |
| Q8: | At the survey, the question of final testing after installation was brought up. Please confirm if the existing partitions, which are not believed to be STC-50 compliant, will be upgraded prior to the final government testing of the door for STC-50 compliance of the door installation. | No, they will not be |
| Q9: | Please provide any as-built documentation regarding the partition assemblies surrounding the new STC-50 doors. | No as-builts are available at this time. |
| Q10: | Door A: Do these accessories (circled below) need to be installed back on the new door? | No original hardware will be reused. X10 lock required on Door A (where existing hardware is) and panic push bars on inside for all. |
| Q11: | Would boarding up with plywood an opening that is not installed at the end of the workday be sufficient? | Yes, this is acceptable as a temporary solution at the end of a workday. Alternatively, can use cones and tape off with 'do not enter' tape. |
| Q:12 | How should we enclose a door space that is being worked on at the end of the day? | See Question 10 and subsequent answer. |
| Q13: | What is the SCIF Compliant? | Not applicable |
| Q14: | What is the bullet level (UL 752 or N.I.J or none)? | Not applicable |
| Q15: | What is the blast load (static or dynamic or none)? | Not applicable |

| Q17: | What is the FEMA Requirement (Hurricane or Tornado Resistance or none)? | None |
| Q18: | Will there be testing of the STC-50 rated doors after installation? | Acoustic testing will not be required. Government will conduct visual inspection of acousting lining of the door frame. |
