About this file
This document is a Questions & Responses #3 addendum for the Alert GOV Parking Shelter solicitation (W50S9F-26-B-A011), posted to SAM.Gov on September 26, 2026. It clarifies three technical specifications related to asphalt paving work for the parking shelter project.
The responses confirm critical construction requirements: (1) the contractor must submit an asphalt mix design for approval that meets the specification criteria outlined in the solicitation; (2) a prime coat of cutback asphalt conforming to ASTM D2027/D2027M, Grade MC-30, is required over the gravel base, despite the specification section being blank; and (3) both coring tests to verify in-place density and straightedge testing for surface smoothness are mandatory quality assurance measures, notwithstanding these tests being atypical for standard projects. These clarifications address contractor concerns about ambiguous or incomplete specification language and establish definitive performance standards for the paving work.
