About this file
This is a Pre-Award Survey Questionnaire for solicitation W50S9F-26-B-A011, the Alert GOV Parking Shelters Project at Truax Field in Madison, Wisconsin. The questionnaire is designed to assess the capability and readiness of the winning bidder prior to contract award.
The questionnaire requires bidders to provide comprehensive information about their organization's capacity to execute the project, including: prior experience with similar Midwest construction work and established subcontractor relationships in the Madison area; current government and private project portfolios; aggregate bonding capacity; detailed inventory of plant and equipment to be used, including ownership status, current location, and transportation plans; personnel relocation requirements; equipment allocation to other concurrent projects; understanding of the contract performance period and project schedule including major submittals and lag time management; detailed work plan including daily production rates, equipment usage, and work hours; identification of contract requirements deemed restrictive or exceptionally challenging; comprehension of scope for each Contract Line Item Number (CLIN) and resource allocation; planned mobilization timeline; availability of necessary supplies and equipment; percentage of work to be performed by the contractor's own organization versus subcontractors; names and resumes of key personnel (Project Manager, Superintendent, Quality Control Manager, Safety Officer); and identification of the on-site Construction Quality Control (CQC) representative with required training certification. The questionnaire emphasizes that responses do not modify solicitation requirements and the contractor remains bound by the original solicitation terms at award.
