About this file

This is a Standard Form 30 Amendment to Solicitation W50S9E26BA002, Amendment 0003, issued by the Washington Air National Guard (W7N6 USPFO) on 28 September 2026. The solicitation is for construction of a Government Owned Vehicle Parking area and adjoining roadway at Camp Murray, Washington, including covered parking, curbing, retaining walls, and lighting for building 140. The IFB is set-aside 100% for small businesses and will be awarded on a Firm Fixed Price (FFP) basis to the responsible bidder with the lowest total evaluated price. Bids must be submitted electronically through the PIEE Solicitation Module or in person at building 127, Camp Murray, before the revised response due time of 09:00 AM on 15 October 2026. The apparent low bidder may be required to submit responsibility information per FAR 9.105-1, and a pre-bid conference and site visit are scheduled for 10 September 2026 at 09:00 AM.

The amendment removes Attachment 5 (05c Specifications), updates Attachment 3 (Type B-3 Final Specifications Rev Sep 2026), and modifies Section 00 10 00 to require the SF 1442 form to be filled and signed in block 20 rather than front and back signed. Additionally, Section 00 10 00 Bid Notes are updated to require small business joint venture offerors to submit FAR provision 52.219-1 representations completed in SAM.Gov and provided with the bid per 52.204-7(c) for applicable categories including small business, service-disabled veteran-owned small business, women-owned small business (WOSB), economically disadvantaged women-owned small business, and historically underutilized business zone small business. A bid bond and power of attorney are required, with electronic signatures permitted per DoD Deviation 2020-O0016. Applicable wage rates are WD # WA20260111 Rev1 dated 18 May 2026. All amendments to the solicitation must be acknowledged by offerors prior to bid submission.
