1. Question: What is the current Bid Bond form and where can it be downloaded?
Answer – The current Bid Bond form is SF24 in accordance with FAR 28.106-1. The current revision is 08/2016. The form is updated and available at https://www.gsa.gov/forms-library/bid-bond
2. Question: Will the equipment in B-180 be removed by the Government prior to Notice to Proceed?
Answer – Yes. Spec. Section 011000 “Summary” 1.5 “Work By Owner”, B states “Preceding Work: Owner will perform the following operations at Project site. Those operations are scheduled to be substantially complete before work under this Contract begins.
Move furniture and equipment out of areas to be renovated.”
3. Question: Is the B-180 Mezzanine removed by the contractor and turned over to the Government?
Answer – Yes, per demo note #11 on A-2 of the B-180 Drawings.
4. Question: Regarding specification section 096723 Resinous flooring: Part a. Please clarify what exactly is expected as a “reinforcing membrane”. A reinforcing membrane by dur-a-flex would add quite a bit to the cost of the installation.
Answer – The reinforcing membrane is to be provided as required by the manufacturer to span over any cracks in the existing slab so that they do not telegraph through the resinous flooring. Patching may also be required to prep the existing slabs. Both the slabs in B180 and in B327 are in fairly good condition and shouldn’t require widespread repairs or patching.
5. Question: Part “b” to question above. Integral base is specified but resilient base is scheduled on the drawings. Please clarify what is correct.
Answer –Delete integral resinous base. Please provide rubber base as indicated on the Drawings and as Specified in 096513.
6. Question: Please clarify the scope of work to be included within bid item #0002 B-180 Machine Shop – Utilities. Part a. Is this item only for work outside of the building?
Answer – Bid Item #0002 B-180 Machine Shop – Utilities, shall include all work associated with water, gas, and sewer services, as indicated on the Drawings and Specifications. This includes all of the work inside and outside of the building. This was broken out separately as the building does not currently have these services.
7. Question: Part “b” to question 6 above. Is this item only for mechanical and electrical or should it include site work, pavement, lawn restoration etc.?
Answer – See answer to question #6 above.
8. Question: At overhead doors 100.2 & 100.3, there are existing exterior bollards scheduled to remain. Excavation at building perimeter for grounding system. Are bollards at these door locations salvageable for re-installation or will new bollards be required?
Answer – The ground loop at the perimeter of the building is typically installed approximately 18”-24” below grade and can be located further from the building as required to not disturb the existing bollards. The existing bollard construction is unknown, but we assume they can be salvaged and reused.
9. Question: What is the thickness of the existing asphalt pavement? Please provide an assumed thickness for estimating purposes.
Answer – Assumed thickness is 5”. Thicknesses may vary.
10. Question: B-384 AME Storage – What is the thickness of the existing asphalt pavement? Please provide an assumed thickness for estimating purposes.
Answer – See answer to question # 9 above.
11. Question: M0.1 – Mechanical Notes – is the intent to install acoustic liner and double wall insulated ductwork with perforated inner per notes #35 & 38 for all buildings?
Answer – Yes, mechanical notes # 35 and #38 are included in all three drawing sets and apply to all three buildings although B-384 has no air handling unit or ductwork.
12. Question: At buildings B-180 & B-327, the drawings and specifications call for dense pack cellulose at the exterior walls and roof assemblies. Our insulation subcontractor says that this will be difficult if not impossible to achieve with metal framing. Fiber mesh is typically used in wood framed assemblies – fiber mesh is not able to be used with metal gauge framing due to the amount of fastening required. The only method for installation of dense pack cellulose would be drill and fill/insertion method after drywall is installed. The drywall would then need to be patched/painted. This is a difficult application on a ceiling and with blocking etc. allows for error/areas that aren’t able to be seen to be left uninsulated. Is spray foam of equivalent R-value acceptable?
Answer – The government has used this wall insulation system with success in the past. At the contractor’s option, the dense pack cellulose insulation called out in the wall and roof assemblies may be replaced with Roxul insulation in the same depths/thicknesses. Roxul provides an equivalent R-value per inch. Some of the cavity depths are larger than a single batt thickness and 2 batts may be required. Maintain the designated Spray in Place Urethane insulation against the metal siding and roofing as an air barrier and fill the remaining cavity space with Roxul.
13. Question: Does the sprinkler piping inside B384, B385 and B180 get painted?
Answer - Yes, per Section 099000, 1.2B -1. Painting includes field painting bare and covered pipes.
14. Question: Will Vermont Gas excavate and backfill for the new gas line to B327?
Answer – Assume trenching, prep work, and backfill will be required by the contractor. Gas pipe installation will be performed by VT Gas up to and including the meter.
15. Question: On B385 (B384?) S-1 it calls for 40psi and 60psi rigid insulation under the footings. Which one is correct?
Answer – Double checked calculations and found 40psi is adequate.
16. Question: On drawing P0.1 of Alter B-180, insulation of piping, valves, and fittings detail, there is mention of pre-molded fiberglass fittings. Please confirm if you are requiring HamFab fittings.
Answer – Yes we require pre-molded fiberglass fittings and PVC covers as per the insulation schedule in the specifications
17. Question: Same drawing and detail also states “wrap with fiberglass reinforcing cloth”, though on the insulation schedule, it requires PVC fittings. Please confirm what is required.
Answer – PVC is required per the specification schedule. The note shall be stricken from the detail.
18. Question: Where does CP-1 on drawing PO.1 drain to?
Answer – It does not appear that CP-1 is required in building B180 as the fan coil can make it to its termination point without additional lift.
19. Question: In order to coordinate with Vermont Gas, will you please provide Street addresses for each of the building #s 180 and 327?
Answer - Street addresses are:
B180: 126 NCO Drive B327: 145 NCO Drive
20. Question: At Buildings B-180 (Detail 16 on drawing A-7) & B-327 (Detail 9 on drawing -1), a Schluter Reno Ramp is shown at the overhead doors. The Reno Ramps are designated as K SS. What does the SS stand for? A Schluter’s representative has confirmed that they do not come in stainless steel only aluminum. Please clarify
Answer - Yes SS stands for Stainless Steel. Aluminum is acceptable.
21. Question: At Building B-180, Civil drawing C-1 shows a paved walk in front of door 100.1.
Architectural drawing A-1 does not show any walk. What is required at this location – are we removing the existing walk and restoring the lawn or are we removing walk for installation of ground loop and patching and infilling paved walk?
Answer - There is existing asphalt paving in front of door 100.1 as shown on X-1 and C-1.
Per the note on C-1 pointing to this area, saw-cut and remove the paving as required to install the grounding loop and restore paving.
22. Question: What are the weights of the different pieces of shop equipment being moved from B313 to B180?
Answer – The government does not have specific weights on each pieces of equipment. It is anticipated that the heaviest piece of equipment should not exceed 14,000 lbs.
23. Question: B384 Detail C/S-1: The shape and logistics of adding this new footer on top of the existing footer is going to be very tricky. It would require large excavation to saw-cut the existing footer horizontally and remove, and then custom formwork would be needed to achieve the new chamfer shape shown in the detail. To simplify the process, would it be acceptable to enlarge the entire footer down to the base, pinning into the sides of the existing and using a simple box formwork to create a new footer with outside dimensions of 12".
Answer – It is acceptable to use this alternative method which required the wall to extend down to the existing footing. Please note that the existing foundation, footing depth is unknown.
24. Question: B384 Detail A/S-1 and 1/S-1: Should new wall footing and foundation wall construction be completed in alternating sections to minimize disruption to existing and eliminate need for temporary shoring?
Answer – A shallow foundation at the new wall is used to minimize the depth of excavation needed. Means and methods are up to the contractor.
25. Question: B384 Detail 1, 2, 3/A-3: Please advise if the framing at the louver and fan openings can be done with steel girts in lieu of the specified 12 GA. steel studs as shown.
Answer – No. Please construct with 12 gauge stud framing as designed.
26. Question: The exterior walls call out for 1” of spray foam followed by 8 ¼” of dense pack.
Because the foam would act as a vapor barrier there would be excessive amounts of condensation on the surface of the foam. In turn creating mold and other issues. Either the foam needs to be in excess of 2 1/2” (R- 18.75) or the assembly would require a smart poly – Which way should this be proposed?
Answer - Increase the urethane thickness in the wall assemblies to 3” and fill the remainder of the cavity with either dense pack cellulose or Roxul insulation.
27. Question: The roof assembly will have the same issues as the walls, the R-value of the 2” of foam is not high enough to cause the dew point to fall inside the foam. I would suggest in the roof using just spray foam or at least R-49, would one of these suggestions be acceptable?
Answer - Increase the urethane thickness in the roof assemblies to 8-1/2” and fill the remainder of the cavity with either dense pack cellulose or Roxul insulation
28. Question: We noticed a change in Issued organization in Amendment #1. Please clarify to which address the bid needs to be hand delivered and more over let us know if we need to submit the names of the personnel and their details for the bid opening ceremony.
Answer – No Change to delivery location or procedures. Please comply with Solicitation Section 00100 Item 6 BID REPOSITORY AND BID OPENING found on page 13 of 46.
REMINDER – ALL QUESTIONS MUST BE SUBMITTED BY FRIDAY 26 JUNE 20 –
FIVE DAYS PRIOR TO BID OPENING DATE.
