About this file
This is a Questions and Answers (Q&A) document for federal contract W50S9B26BA003, addressing clarifications and requirements for building renovation and mechanical systems work at Facility 203.
The project involves HVAC, chilled water, controls, and kitchen exhaust system replacements, along with roofing modifications. Asbestos-containing materials (ACM) are not anticipated to be disturbed; however, any ACM encountered will be treated as a contract modification. No structural work beyond contract documents is required, as the existing roof joist system has been verified for designed loads. The prime contractor must provide a Qualified Fire Protection Engineer and Environmental Manager (trained per UFGS 01 57 19 paragraph 1.6.4); the Environmental Manager position may be combined with other staffing roles. Site Safety and Health Officer and Quality Assurance/Quality Control duties may be dual-hatted provided project requirements are sustained. Government review periods are 14 days for submittals and 7 days for Requests for Information. Server Rooms 122, 153, and 154 must maintain continuous conditioning at 68 degrees Fahrenheit and continuous power throughout construction; the remainder of the building will remain unoccupied. The contractor must furnish all scope; no government-furnished equipment is provided. Contractor laydown areas are designated in the northeast quadrant of the parking lot north of the facility, with deliveries restricted to Monday-Friday 0700-1600 hours, with after-hours requests requiring 72-hour advance notice. The existing Drexel Metals standing-seam roof warranty requires coordination with Drexel; any approved Drexel contractor may perform roof work provided they obtain prior written authorization from Drexel. Honeywell DDC controls must be programmed and commissioned by an authorized Honeywell representative. Commissioning and Testing, Adjusting, and Balancing requirements are specified in sections 01 91 00.15 and 23 05 93, respectively. The transformer primary voltage is 34.5kV, and cybersecurity requirements for DDC systems are detailed in Division 25 specifications and sheet M-701.

34. Our company just came across this solicitation and are very interested in bidding the work. We saw that there was already a site visit that took place, but we were hoping we could reach out and possibly schedule a time to come by the site to put our eyes on it. I totally understand if this is not possible and should be able to bid this without seeing the site, but it would be helpful to us if we could.
ANSWER: We are not able to offer another site visit.
35. Have you heard about any funding issues with this work?
ANSWER: We have not been advised of any funding issues.
36. Drawing E-602 (one-line diagram) shows the new 750kVA pad-mount transformer with a 3.4kV primary. The specifications appear to call for a 34.5kV primary. Could you please confirm which value is correct for bidding purposes?
ANSWER: The primary is 34.5kV.
37. An issue came to our attention while finalizing our pricing for the roofing scope. Because the solicitation requires preservation of the existing Drexel Metals roof warranty, we want to make sure we are interpreting the Government's Q&A and Section 07 41 13 correctly before we send our bid.
• The Government's response to Q&A No. 26 states that Building 203's standing-seam metal roof is under an active Drexel Metals warranty, identifies TST Roofing as the installation and approved metal contractor, and states that alterations to the standing-seam metal roof require prior written authorization from Drexel.
• Section 07 41 13, Paragraph 1.4.2, separately permits a metal-roof-system applicator that is approved, authorized, or licensed in writing by the roof-panel manufacturer and meets the specified experience and warranty qualifications.
• AmeriTech has made multiple attempts to obtain pricing from TST Roofing for the required roof work but has not received a response. We have also independently identified that TST Roofing & Glazing and TDSC are affiliated, and the Government's market research identifies TDSC as an interested SDVOSB source for this procurement.
Given these circumstances, we would appreciate clarification on the following:
1. Whether preservation of the existing Drexel Metals warranty requires TST Roofing to perform the roof alterations, or whether another Drexel-approved, authorized, or licensed roofing contractor meeting Section 07 41 13, Paragraph 1.4.2 may perform the work without impairing the existing warranty.
2. If another qualified roofing contractor may perform the work, please identify the process bidders should follow for obtaining Drexel's prior written authorization, including any required inspections, approvals, certifications, or manufacturer participation necessary to preserve the existing warranty.
3. If TST Roofing is the only contractor permitted to perform the work while preserving the existing warranty, please clarify how other bidders are expected to obtain and competitively price this required portion of the work.
ANSWER: Any contractor that is an approved contractor for Drexel can complete the work, so long as they coordinate with Drexel and get approval.
