About this file

This is a FAR Part 6 Justification and Approval document for other than full and open competition procurement (Control Number: J1-VaANG2026, dated June 2025). The 203d Redhorse Squadron, located at State Military Reservation in Virginia Beach, Virginia, is procuring Honeywell Direct Digital Control Systems for HVAC replacement. The contracting activity is the 192d Virginia Air National Guard, with SMSgt Desiree Santos serving as the Contracting Officer and Maj Oscar Alonso as the Director of Operations who prepared the justification. The estimated contract value is $361,000 with a performance period of 180 days after notice to proceed. The procurement will be conducted as a Firm Fixed Price non-personal commercial services acquisition utilizing RFO Parts 12 and 36 procedures under the statutory authority of 41 U.S.C. 1901.

The justification for sole-source procurement centers on technical compatibility and operational necessity. The existing fire alarm system is a Honeywell NFS-320 fire control panel, and the DDC system must integrate seamlessly with this equipment to maintain centralized compound control. Introducing competing vendor systems would result in operational fragmentation, "read-only" visibility instead of actionable remote control, failed integration attempts requiring premium custom logic, and non-compliance with Department of Defense Instruction 8510.01 and Air Force Guidance Memorandum 2022-32-01 regarding cybersecurity. The compound's single HVAC technician is already trained and certified in Honeywell systems; multi-vendor procurement would necessitate expensive retraining and leave the facility without maintenance coverage. The Cyber Operational Infrastructure Network is authorized and hardened exclusively for Honeywell platforms. Market research identified two Service-Disabled Veteran-Owned Small Businesses (SDVOSBs)—Matos Builders and TDSC—with bonding capability and comparable project experience. The requirement will be posted for 30 days on SAM.gov with the justification, and Rebecca Fowler, Chief of Contracting Office, approved the procurement.

JUNE 2025

FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity: 203d Redhorse Squadron

2. Contracting Activity: 192d Virginia Air National Guard

3. Description of Action: This is a brand name J&A commercial requirement for the acquisition and installation of Honeywell Direct Digital Control Systems. This requirement will be solicited and awarded as a Firm Fixed Price (FFP) non personal commercial services utilizing RFO Part 12 and 36 procedures. This justification will be made IAW RFO 12.102 utilizing the statutory authority 41 U.S.C. 1901.

4. Description of Supplies/Services: The contractor shall provide all necessary materials and labor for the installation of the Honeywell Direct Digital Control system.

Honeywell Direct Digital Control System compromised of a network of interoperable stand-alone digital controllers that will tie into the existing fire alarm system.

5. Authority Cited: 41 U.S.C. 1901

6. Reason for Authority Cited: The use of this authority is required because this is a brand name acquisition where only the specified product can meet the agency’s needs.

The current fire alarm system is a Honeywell NFS-320 fire control panel. The DDC system must be interoperable with this system. Procuring a non-Honeywell DDC system would result in operational fragmentation, a complete loss of centralized compound control and an unsustainable maintenance and cybersecurity burden on the critically constrained staff. Furthermore, introducing a multi-vendor environment directly compromises compliance with Department of Defense Instruction (DoDI) 8510.01 and the Depart of the Air force Guidance Memorandum (DAFGM) 2022-32-01, as the existing Cyber Operational Infrastructure Network (COIN) is configured and authorized solely for a unified Honeywell system.

Building Automation Systems relies on proprietary systems that do not seem to be seamlessly integrated. Connecting different brands yields only "read-only" visibility rather than actionable remote control, defeating the system's core purpose. Past attempts to integrate competing platforms required paying premium rates for custom logic that ultimately failed. Because Building 203 must natively command all subsequent buildings as they come online, a unified Honeywell system is required to ensure functional, bi-directional communication.

The compound relies on a single HVAC technician to maintain all physical plant operations. This technician is already fully trained and certified in Honeywell.

Introducing multi-vendor systems would require continuous, expensive training and leave the compound without maintenance coverage during those courses. Expecting a

JUNE 2025

single technician to master and maintain up to potentially five different proprietary interfaces is operationally impossible and an unmanageable administrative burden.

Strict compliance with DoDI 8510.01 and DAFGM 2022-32-01 is mandatory, yet our small Facilities team lacks a funded cybersecurity specialist, and local COMM is not authorized to manage facilities-owned networks. Our existing Cyber Operational Infrastructure Network (COIN) is authorized and hardened exclusively for Honeywell.

Managing the RMF packages, patches, and STIGs for one system already maximizes our capacity; attempting to secure multiple separate platforms would critically degrade our defensive posture and render the network non-compliant.

Procuring any brand other than Honeywell will result in an insecure, dysfunctional system. It will overwhelm our single technician, incur high integration costs with a proven failure rate, and jeopardize the installation's cybersecurity compliance.

Standardization on Honeywell is the only technically viable and fiscally responsible path forward.

7. Efforts to Obtain Competition: A source sought was posted and a pre solicitation notice will be posted.

8. Actions to Increase Competition: Requirement will be posted for 30 days on SAM.gov with the justification.

9. Market Research: A sources sought was posted and responses were received back from 10 Small Businesses. Responses were received from 2 SDVOSB that were able to show that they having the bonding capability and have completed similar projects in scope and size within the last 5 years.

12. Fair and Reasonable Cost Determination: I hereby determine that the anticipated price/cost to the Government for this contract action will be fair and reasonable. This determination will be made using competition pricing. As part of the basis, certified cost or pricing data will not be required as it is anticipated that there will be adequate price competition IAW RFO FAR 15.403-2(c)(1).

Approval

Based on the foregoing justification, I hereby approve the procurement of Honeywell DDC on an other than full and open competition basis pursuant to the authority of Title 41 U.S.C. §1901 as implemented in RFO FAR 12.102. Substantial duplication of cost to the Government that is not expected to be recovered through competition. The estimated value of the new contract or a modification is $361,000 with a period of performance of 180 days after notice to proceed. The approval is subject to availability of funds, and provided that the supplies and/or services herein described have otherwise been authorized for this acquisition.
