About this file
This is a Question and Answer (Q&A) document that addresses a clarification regarding pre-bid meeting attendance requirements for Solicitation W50S9B26BA003, the RHS HVAC Replacement project issued by the Virginia Air National Guard.
The Q&A resolves a discrepancy in the solicitation documents concerning the mandatory nature of the August 6, 2026 pre-bid meeting. The response confirms that attendance at the site visit is not mandatory, and failure to attend will not render a bid nonresponsive or ineligible for award. The controlling language from SF 1442 (Block 10) and Section 00 21 00 establishing that attendance is "highly encouraged" supersedes conflicting mandatory language in Specification Section 01 11 00. Interested contractors are encouraged to attend the site visit at 203 Redhorse Dr, Virginia Beach, VA, to inspect the physical location, evaluate existing work conditions, and submit questions to support accurate bid preparation and pricing. Contractors planning to attend must submit visitor information (name, driver's license number and state of issue, and citizenship) to the points of contact three business days prior to the site visit.

Clarifications & Responses Question 1 “Specification Section 01 11 00 states that ‘all bidders must attend a mandatory pre-bid meeting,’ while the SF 1442 and Section 00 21 00 describe attendance as encouraged or highly encouraged. Please confirm whether attendance at the August 6, 2026 pre-bid meeting is mandatory for firms submitting bids to the Government and whether failure to attend will render a bid nonresponsive or otherwise ineligible for award.”
Response 1 Thank you for your request for clarification.
Attendance at the pre-bid meeting on August 6, 2026, is not mandatory. A bid will not be considered nonresponsive or ineligible for award due to non-attendance.
The language found in the SF 1442 (Block 10) and Section 00 21 00 of the solicitation, which states that attendance is “highly encouraged,” is the controlling language. The conflicting “mandatory” verbiage in Specification Section 01 11 00 should be disregarded entirely.
As noted in the controlling sections, attendance is strongly encouraged to provide all potential bidders with an opportunity to inspect the physical location, evaluate existing work conditions, and ask relevant questions to ensure the accurate preparation and pricing of their bids.
This clarification is officially documented in this Q&A amendment to the solicitation. All other terms and conditions remain unchanged.
