Answer 10. All communications wiring shall be part of CLIN-002.
Question 11. The drawings indicate to lift the slab and inject polyurethane foam to stabilize the slab.
a. We do not understand lifting the slab. Please clarify.
b. We have used pressure injection grout to stabilize a settling subgrade, but not polyurethane foam. We do not believe this is structural.
c. We suggest removing the slab in this unit to observe the failing condition and remove any bad soil and replace with flowable fill, and new slab.
Answer 11.
a. The slab on grade has experienced differential settling at the building corner and requires lifting.
b. Per the geotechnical engineer, polyurethane foam is an expansive material that will lift the slab during injection.
c. If removal of slab, regrading, and slab placement is preferred, a demo plan and slab design will be required to be submitted prior to performing any work.
Question 12. The drawings nor specifications calls for fire extinguishers and cabinets nor is stair tread covers called for. Spec. section 122100 Window Shutters is specifying blackout blinds as provided in building 406. It was my understanding that building 408 was to have horizontal or vertical blinds.
Please let us know of any changes to the scope of work in your next amendment.
Answer 12. Fire extinguishers are not required by the UFC’s when the facility is equipped with fully approved sprinkler and mass notification systems. In addition, the base specifically requested they not be included in the project as they are a maintenance issue in that building. Stair tread coating is specified in Section 09 67 23.13 Standard Resinous Flooring. Blackout shades are not mentioned in the drawings or specifications. Section 12 21 00 Window Shutters refers to horizontal polysatin plantation‐type shutters.
Question 13. There are horizontal expansion joint covers shown at the elevator addition. There is no vertical expansion joint covers shown at the 2” brick joints at the elevator addition. Who is responsible to provide testing of existing fiber and copper prior to pulling back to(MH‐14) behind
408. Who is responsible to provide testing of existing fiber and copper after pulling from (MH‐14) behind 408 to building. Will the surge protection equipment used for the original 200pr. terminations be saved to be reinstalled.
Answer 22. Leave the existing OSP copper and fiber in place including surge protection. Base comm would be responsible for retesting and commissioning of the existing cable upon completion of construction. Any damage to the cable due to construction would be the responsibility of the contractor.
Question 23. A. All equipment racks shown on drawings are wall mounted and not in a rack. B. Please confirm if a wall mounted swing rack is be installed in the MDF.
Answer 23. A. This is correct. The existing telecom rooms were too small to accommodate a rack and still maintain minimum clearances on 3 sides. A floor mounted cabinet which also secures to the wall was used to allow for these clearances. B. There is not room for a cabinet or a rack. In its place there will be a 4U wall mounted fiber patch panel/splice. A 12 ST SM and a 6ST MM will be installed to each TR.
The initial design had a 6SM/6MM but the UFC requires a minimum of a 12 SM fiber. These cables will need to be separate cables and not a hybrid.
Question 24. A. Conduit and sleeves are not shown on drawings.
Is there existing conduit and/or sleeves installed between the MDF and communication rooms A121, A221 and A321. B. Is there existing conduit and/or sleeves installed between the cable tray on each floor.
Answer 24. A. These conduits are shown on the electrical drawings. B. There should be cable tray down the corridor in front of the telecom room. The tray should penetrate the TR on each floor except the basement.
Question 25. Drawings do not indicate cable tray or conduit from corridor to comm rooms. What is to be provided from corridor cable tray to communications room?
Answer 25. See answer above. This needs to be added. Cable tray should extend down corridor and penetrate the TR.
Question 26. On drawing T‐106 detail D1 12 ST SM FOC WITH MESH INNERDUCT FROM MDF‐1 TO IDF1,2 AND 3. Please provide mesh innerduct and type specification. Example: MAXCELL with 1 cell, 2 cell or 3 cell. And 1 Inch, 2 inch or 3 inch ECT.
Answer 26. We can’t specify manufacturer on Government projects. 3‐cell in an empty conduit. 1‐inch corrugated innerduct is also acceptable for the riser as long as the conduit is maxed out with the innerduct during installation. Example: 4‐inch duct receives four (4) 1‐inch corrugated innerducts.
Question 27. Drawings T‐110, T‐120 and T‐130 Detail A1 shows 6 SM/6 MM FOC. , however specification 271000 section 2.3.1.2 shows 12 ST SM. Please confirm what type of fiber is to be used.
Answer 27. 12 SM 6 MM to each comm room from the Basement. This is a change from a 6SM/6MM.
UFC requires a minimum of a 12 SM for building backbones.
Question 28. Specifications indicate plenum rated cabling for horizontal and backbone cabling.
Please clarify if cabling is to be plenum rated.
Answer 28. Plenum rated cabling will be used for all horizontal cabling. Backbone cabling does not have to be since it will be in the conduit riser between the floors.
Question 29. On drawing T‐502 Detail B1 indicates conduit bonding to cable tray, however Detail B2 indicates the conduit stubbed up. Are we to run and bond all conduits to cable tray.
Answer 29. These details show two different scenarios that could arise in a retrofit situation. All conduit should be installed back to the cable tray. In rare instances where that is not possible, then a stub up conduit is allowed as long as it is less than 50 feet away from the tray. J‐hooks or other approved cable supports can be used for the transition.
Question 30. On drawing T‐106 Telecom General Notes R. refers to a drawing ED‐103 that was not provided. Please provide drawing ED 103 for review.
Answer 30. There is not a T‐106 in the drawing set. T‐001 has the General notes. The referenced note pertains to the electrical demo drawings as a reference. Just disregard that comment and reference the TD drawings within the telecom set. They are the same thing.
Question 31. I noticed on page 516, 1.7.1.2 that the casework for this job is supposed to be manufactured with FSC material. Are you requiring that all Cabinets be supplied by a Certified FSC Chain of Custody Fabricator? And supply all appropriate paperwork for LEED points?
Answer 31. Yes, all wood provided on the project shall be certified by FSC Chain of Custody or other similar third‐party program, however LEED points are not required. Submit sustainable wood certification data with copies of invoices bearing certification numbers in accordance with Section 01 33
29 SUSTAINABILITY REPORTING.
Question 32. The plumbing specifications sect. 22 00 00, 3.1.2.4 paragraph a, page 22 , reference soldered joints shall be made with flux and are only Acceptable for piping 2 inches and smaller. What types of joints will be accepted larger then 2 inches, excluding press connections.
Answer 32. All plumbing piping 3” and smaller shall be copper per Table II and 3.1.2.4 should be “piping 3 inches and smaller” not 2”.
Question 33. enlarged standard and ADA floor plans on sheet A‐401 is showing tile floors in all toilets.
The finish schedule on sheet A‐610 is calling for a poured floor 1 (TNEMEC) floor. Please verify which flooring product is to be used.
Answer 33. All toilet rooms labeled 'TLT' on the Room Finish Schedule on sheet A-610, except for toilet room A105, shall have Ceramic Floor Tile 1 (CFT1), not Poured Floor 1 (PF1) as currently noted. CFT1 shall be 6"x12" unpolished porcelain tiles on the main portion of the floor, and the shower stall floors shall be 2"x2" unpolished mosaic porcelain tiles. Toilet room A105 shall remain with a Poured Floor (epoxy resin). Disregard the floor, base, wall, ceiling and miscellaneous material legends on sheet A-610. Revised finished material legends will be issued
NLT 11-14-19.
Question 34. WP-1 (Wall protection – Rail) is called out on sheet A-610 in the Miscellaneous Finish Material Legend. However, the WP-1 does not show up on the Room Finish Schedule for any room. Sheet A-301 / B-1 Building Section shows a product that appears to be a chair rail or a wall protection rail but it is unclear where the product goes and what the product is. Specification section 066116 is specifying a solid polymer product but does not say it is for the Wall Protection Rail. Please clarify product material and where wall protection rails are to be installed.
Answer 34. Refer to General Sheet Notes #13 on all three floor plan sheets. The note refers to the use of Continuous Wall Guards as shown on Sheet A-001. On Sheet A-001, under Control Joints, Fixtures and Devices, a note at the far-right points to the Wall Rail and states "Install Bumper Guards at all Corridors and Lounge Areas". Revise this note to read "Install 4-inch tall x 3/8 inch thick Wall Protection Rails at all Corridors and Lounge Areas at the height indicated". Specification Section 06 61 16 describes the solid polymer product to be used as Wall Protection Rails (WP-1). Disregard the Material Legends Chart on Sheet A-610. It will be revised and distributed NLT 11-15-19.
Question 35. Can you give us some direction on the factory finishing specification for the millwork in Section 06410 Custom Cabinets ? The finish system typically utilized for this type of project would be the AWI Systems 2,3,or 5 with the required defect sanding prior to stain and sealer and sealer sanding before top coats . These are the type finishes utilized on previous TANG project Bldg
406. Please advise Answer 35. Specifications Section 06 20 00, Finish Carpentry:
Part 2.1.6, Hardwood Plywood: Concerning the apparent scarce availability of lumber core hardwood plywood specified in this section, approval is given to use Combination Core hardwood plywood. The plywood shall consist of a center veneer core and a crossband veneer on both sides of the center with a layer of Medium Density Fiberboard (MDF) under the face and back veneer. Face and back veneers shall be rotary cut maple or birch of 3/32 inch thickness.
Part 2.2, Countertops; Subpart 2.2.1, Solid Surface: Delete reference to Section 06
61 16, Solid Polymer Fabrications and instead use Section 12 36 00, Vanity Countertops, Window Sills and Chase Countertops.

Part 2.2.1.1, Solid Polymer Countertops: Delete the requirement for 0.094 inch thick material and replace with 1.125 inch thick. Chase countertops and window sills shall remain at 0.75 inch thick.
A verbal question was posed regarding the vented attic as it relates to heating and cooling loads. Our mechanical engineers verified that the FCU’s on the 3rd floor have been sized to account for the additional heating and cooling loads from the vented attic.
Therefore, the attic shall remain vented, and the thermal envelope formed by the rigid insulation placed on the new sloping metal trusses and decking shall remain as designed.
36. Question 36. Per specifications section 21 13 13.00 10 Wet Pipe Sprinkler System, the sprinkler system is to be a wet pipe sprinkler system in all areas of the building. The elevator pit and top of shaft must be protected by the same supply pipe and must be an antifreeze filled system. Is the governments intent to have the entire fire suppression system to be an antifreeze filled system or just an anitifreeze system above the elevator pit and top of shaft? Would the government consider using a dry pipe system in lieu of the antifreeze filled system?
Answer 36: Please see design drawings, an antifreeze system is shown in the drawings and referenced in the specifications for application in the elevator pit. Elevator machinery is located in the pit. Dry pipe sprinkler systems are not preferred in this application. If the contractor can prove the dry pipe is a significant saving it can be considered. Please note the UFC requires Nitrogen Generators for all dry pipe systems.
37. Question 37. The windows specified on the project do not seem to require blast loading but the exterior doors do require blast loading requirements. Is this the government’s intention to not have blast loading requirements on the windows of the project, specifically the first floor windows?
Answer 37: The latest version of UFC 4‐010‐01, DoD Minimum Antiterrorism Standards, dated 12 December 2018 no longer requires door and window framing systems to be anchored to the surrounding wall systems for blast protection when the facility is within a protected perimeter fence and is a minimum distance away from said fence. The only requirement is that the glazing for ALL replacement exterior doors and windows must be blast resistant by utilizing laminated glass on the innermost pane of insulated glazing systems and to have a glazing frame bite in accordance with ASTM F 2248. Specifications Section 08 81 00 Glazing describes the types of systems required for exterior windows and doors, however, include the ASTM frame bite requirement noted above to this specification section as the section does not currently state this requirement.
38. Question 38. Sheets T‐110, T‐120, and T‐130 show cable tray running throughout the corridors.
Sheets T‐502 and T‐503 show details for the cable trays as far as conduit connections and fire rated pass throughs, however there is not a sheet or a specification as to what size and type of tray are required.
The specifications have a general description of both ladder and basket type cable tray, but once again a specific type or cut sheet is not available. We need to know what is specified so that we can get the right type/size of tray quoted.
Answer 38: The cable tray needs to be 12” x 2” wire basket tray designed for low voltage network cabling. The ladder runway is typical 12‐inch ladder runway. We cannot specify a specific manufacturer on Federal projects so we have to keep the specifications generic. Although, the tray and runway sizes are included on the drawings.
39. Question 39. Sheets E‐601, E‐620, E‐630, and E‐631 do not indicate the 480‐120/208V 3P 4W panel MDP as being new. It does indicate that we are to re‐use the existing secondary raceways and pull in new conductors as indicated on the 1‐line diagram. What is not shown is the actual footage of the existing raceways. The electrical drawings refer us to sheet C‐101 for a location of the existing utility transformer and the existing 800A MDP. Although both items are clearly visible, we still need to know the footage of the secondary raceways because sheet C‐101 does not show us how or what path these secondary raceways are ran. Also, just want to confirm that panel MDP is existing and to remain. None of the previously mentioned E‐sheets indicate that this is to be a new 800A MDP. The only new 800A panel shown is MDP‐1.
Answer 39:
1. Provide a new MDP. See all demo sheets for General Note C. E‐601 does state MDP “LOCATED IN…”, this should state “LOCATE IN….”.
2. Provide secondary conductors, transformer, MDP, etc., per drawings. The existing B408 As‐Builts do not indicate the existing secondary underground ducts from transformer to existing MDP. The new transformer and associated new pad will be located in the same location as the existing pad mounted transformer and the new MDP will be in the same location as the existing MDP. Estimate length based on location of transformer and MDP and add footage for ends and assume a depth.
40. Question 40. Sheets AL‐110, AL120 & AL130 shows wall tags as TYPE DC, this wall is between Bedroom & Dayroom. Enlarged Standard Dorm Plans with Tags Detail B2/A‐401. Show those same walls as TYPE AA. Which wall type is correct?
Answer 40: All walls between the dorm rooms and the lounge and corridors are to be type DC. The wall tag show on the ‘Enlarged Standard and ADA/ABA Dorm Plans with Wall Tags’ between the rooms and the lounge noted as type AA is incorrect.

If this contract is covered by the EO and a classification considered necessary for performance of work on the contract does not appear on this wage determination, the contractor must pay workers in that classification at least the wage rate determined through the conformance process set forth in 29 CFR 5.5(a)(1)(ii) (or the EO minimum wage rate, if it is higher than the conformed wage rate). The EO minimum wage rate will be adjusted annually. Please note that this EO applies to the above-mentioned types of contracts entered into by the federal government that are subject to the Davis-Bacon Act itself, but it does not apply to contracts subject only to the Davis-Bacon Related Acts, including those set forth at 29 CFR 5.1(a)(2)-(60). Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
