Be advised, any "NEW PARKING STALLS" will require new pavement as detailed on Sheet C501 "PAVEMENT SECTION". Refer to Drawings C100 Existing Conditions and Site Plan to view existing pavement and pavement areas that will be new where there is no existing pavement.

No. If OLIs 5/10/11 (associated with site work as identified on Sheet LS100) are not taken, the existing surface area will remain untouched. If any grade is disturbed by construction activities, disturbed surface grades will need to be repaired including topsoil and grass seeding and/or sod.

Specification section 28 10 05 is not a full ESS specification. Please confirm that the contractor shall only provide the required ESS infrastructure with pull string only to include the equipment rack and that all ESS cabling, devices, and equipment shall not be included in the final proposal.

Sheet C104 shows a Roof Drain system but does not show lines tying into the roof drain system from the building. Sheet AE201 shows the downspouts emptying on the ground. Please clarify if the downspouts are to tie-in to roof drain system and what size pipe from downspout to roof drain system.

Spec section 05 12 00 para 1.3 requires the steel fabricator and erector be AISC certified. Would an ISO 9001-2015 certified manufacturer be considered as an acceptable substitute for the AISC certification?

This is acceptable with FSB as long as the owner approves of ISO 9001-2015 certified manufacturer in lieu of AISC Certification.

Please provide clarity at badging requirements. Para 1.7.1 under spec section 01 14 00 calls out that a badge request form must be submitted and more information can be found in paragraph 1.25.2;
however, there is no paragraph 1.25.2. Are their any citizenship requirements to work on the base?

For base access an EAL will need to be provided so that we may conduct the vetting and badging process. This will be identified in the Pre-Contract Briefing.
As for citizenship requirements ICD 705 Chapter 3. Fixed Facility SCIF Construction section B. Construction Security Paragraph 5 states:
Construction and design of SCIFs should be performed by U.S. companies using U.S. citizens to reduce risk, but may be performed by U.S. companies using U.S.
persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. § 1101(a)(20) or who is a protected individual as defined by Title 8 U.S.C. § 1324b (a)(3)). The AO shall ensure mitigations are implemented when using non- U.S. citizens. These mitigations shall be documented in the CSP.

Spec 01 35 26 para 3.1.3 calls out Contract documents identify materials such as PCB, lead paint, and friable and non-friable asbestos and other OSHA regulated chemicals; however, no such callouts have been found. Please provide a hazardous materials survey or clarify if any hazardous materials are expected to be encountered.

4.0 Conclusions and Recommendations
The asbestos and lead-based paint assessment conducted on Building 958 located on Alabama Road at MCJNGB in Hopkins, South Carolina did not identify the presence of asbestos-containing materials or lead-based paint. If additional suspect ACMs not included in this report are discovered and will be disturbed by the renovation/demolition activities, bulk samples must be collected by a licensed asbestos inspector and analyzed for asbestos content, prior to disturbance of the suspect material(s).
SCDHEC requires a 10-working day written notification including submittal of this asbestos assessment report prior to building demolition. This report should be provided to contractors and design entities associated with the building demolition to ensure compliance with SCDHEC requirements for building demolitions. The installation ENV will need to know of any Haz waste found, stored or disposed of “PRIOR” to disposal and with manifest coordination “PRIOR” to disposal

If the Contractor requires only one access point to the construction site, then it may be just one gate- or perhaps a second gate that remains chained shut and only opened if high volume movements on site are required.

The descriptions for OLI #5 and OLI #10 both mention “curb cuts” as part of the scope of the option. The plans do not show any kind of curb work (cut/removal or new) associated with these options.
Please verify no curb cuts are required for OLI #5 and OLI #10. If curb cuts are required please provide plans that show the extent/requirements.

Sheets C102 and C201 both note the mechanical yard as having 2” minimum stone ground cover in the base bid. The mechanical yard surface detail on sheet C502 notes “6” Thick Compacted 2” Clean Stone”. Please clarify: is the intent for the stone material at the mechanical yard to be roughly 2” in diameter and placed 6” thick?

Concrete housekeeping pads are required for the chillers and transformer in the base bid and are also required if Option #7 is accepted. Pads shall be 6” height and constructed per D3 / S-002.

• The internal energy absorber of the shock absorbing anchor is designed to greatly reduce the loads on the roof structure. The rigid design as specified will most likely need to be connected to the structure below and not the seams as described in the specification.
Additionally, the anchor and attachment as described in the specification is not available on the market to our knowledge and would have to be custom designed. I have attached what is considered an industry standard for this type structure for your reference and consideration.

Baseline will depend on when the NTP is issued and the contractor’s progress schedule and when it plans to perform what work.

Please clarify the temporary fencing requirements with regard to the construction zone and staging area referenced in Specification Section 01 14 00. Two different gate widths are indicated in each section 12-foot for the construction zone and 8-foot for the staging area. Please indicate which width is required/preferred. If separate, please indicate where each area is to be located.

The Staging area and the Construction Zone are the same thing. The fence shall include two entry control points. One for day to day access by contractor personnel (main gate with the Guard Booth), and one for government emergency/fire response access/circulation. Entry Control Points shall have gates that are a minimum of 12 feet wide for vehicles.
