Partially Developed Site The site consists of existing Building 958 as well as turf and paved areas including an access drive and parking lot.
Building 958 and associated hardscape will be removed.
Site was selected based on proximity to surrounding facilities and because the existing paved areas were not disturbed for the F-16 project and will require only minor pavement removal for (future) F-35 expansion.
Curb Cuts and transitional pavements will be required for additional off-street parking being added on N/E/S of proposed building site.

Project will be constructed to ICD/ICS 705 v4 Standards to follow SCIF certification requirements but will not be registered.
Building Characteristics/
SCIF
Secure Area Construct IAW IC Tech Spec – for ICD/ICS-705, Version 1.4 (Open Storage with SID)
Construct perimeter walls, floors, ceilings, doors, windows and penetrations that outline the Vault according to Open Storage with SID requirements (Wall A - Suggested Standard
Acoustic Wall Construction).
Install Acoustic sealant and RF protection of perimeter walls where required.
Construct one primary entrance and vestibule with approved door, alarm, deadbolt, combination lock, access-control device, door closure, and secure hinge pins.
Minimize utility penetrations into secure area to a single point if possible.
Install acoustic treatment, RF shielding, and dielectric breaks or grounding for utility systems and penetrations as required.
Install permanently affixed bars or grills with an access port at any penetration of perimeter larger than 96 square inches.
Install Intrusion Detection System (IDS) with a 15 minute alarm response time.

Mechanical Support Spaces
Indoor air handling unit with chilled water cooling and hot water heating.
VAV boxes with hot water reheat for zone temperature control.
Comm rooms conditioned by chilled water fan coil units.
Flight Simulator Spaces Floor mounted, up-flow chilled water computer room units with integral humidifiers and electric reheat for stringent temperature and humidity control.
The network room and UPS room will be provided with ceiling mounted computer room units with chilled water cooling, integral humidifier, and SCR electric heat.
Cooling and Heating Generation Two air cooled chillers will provide chilled water for the flight simulator and support space cooling.
Two high efficiency gas boilers (each 60% of total required capacity) will provide heating for the support spaces.
Each water system will be provided with two vertical inline pumps. (one pump is redundant)
Mechanical / LCCA Direct Digital Control (DDC) System will tie into base EMCS
(Automated Logic).
Energy Analysis – Proposed building will exceed ASHRAE 90.1- 2013 energy efficiency requirements by 43.4%.
A 40yr Life Cycle Cost Analysis (LCCA) was performed for building mechanical systems with the following cooling plant types: chilled water, direct expansion, geothermal. Full calculations available in A-
2 CD ROM.
Chilled water – $694k first cost, $10.7m total life-cycle cost
Geothermal – $3.2m first cost, $12.9m total life-cycle cost
Direct expansion – $868k first cost, $11.3m total life-cycle cost
Direct expansion first cost greater than chilled water due to increased cost of DX CRAC units.
Geothermal first cost greatest due to large ground-source heat exchanger. Not feasible for cooling dominated load.
Electrical New underground service to a pad mounted 12.47kV/8.32 kV –
480/277V transformer.
Transformer designed to allow an upgrade to 12.47 kV system with dual rated transformer and 15 kV rated cable.
Install 1.5MVA transformer and new 2000A service entrance panel.
Preliminary load calcs indicate total demand of 1093 kVA including 10% future growth.
Install generator connection cabinet.
Provide a new lightning protection system on facility roof.
Electrical Provide new 480/277V panels for HVAC and lighting loads and
208/120V panels for receptacle and branch circuit loads.
Provide new LED fixtures throughout the building. Exterior lighting fixtures will be matched to base standards.
F16 Flight Simulator system will include a L3 provided 400kVA UPS to serve the flight simulator system and a 60 kVA UPS to serve the network. UPS’s will be located in a dedicated UPS Room. Room is adequately sized to become an Electrical Room with power distribution to the F35 Flight Simulator System.
Communications/Security Construct New 2x2 4-inch Duct Bank from new facility to existing
Building 258.
Install (4) 4” conduits with (3) 3 cell, 4 inch textile innerducts containing pull tape in each innerduct and an integrated trace wire from new facility Comm Room to new duct bank established to Building 258.
Install new 50 pair copper PE89 and (2) 24 strand SMF from new facility to existing Building 258.
Non-secure and Secure Comm rooms will have dedicated 150 A and 100A, 208/120V panelboards, respectively.
30A twist-lock receptacles will be provided in each of the two comm rooms.
All equipment required shall be contractor furnished/contractor installed
Grounding and bonding will adhere to TIA 607-C standards.
