Construct F-16 Mission Training Center (MTC)

Statement of Work (SOW)

PART I – BACKGROUND

The South Carolina Air National Guard is home of the 169th Fighter Wing (FW) based at McEntire Joint National Guard Base. The 169th FW flies the F-16 aircraft in support of tactical operations in the United States and overseas, fulfilling a wide range of operational missions in both peace and war situations.

The 169th Fighter Wing has a requirement for a properly sited and configured F-16 Training Center facility in support of their mission, which is flying 24 PAA F-16 aircraft in support of tactical operations in the United States and overseas. The project will include the construction of a new F-16 Training Center in Eastover, South Carolina.

The Installation at McEntire Joint National Guard Base, SC has developed a common and unifying architectural vocabulary by district, promoting high quality, low maintenance construction. This facility will utilize the same exterior materials and colors where possible in order to conform to, and continue to develop, the base standard and master plan. The new facility will be correctly sited per regulations and meet construction standards in accordance with Air Force guidance. Construction of the F-16 Training Center will be on new concrete footings, slab on grade. The building will have a standing seam metal roof. Additional work to be included will be site work, concrete curbs and sidewalks, driveway/parking, mechanical systems, building utility systems, interior finishes, and fire protection/suppression systems. PART II: SCOPE OF WORK

Site Work This project includes the construction of a new Mission Training Center (MTC) facility to be sited in approximate location of existing Building 958 – Logistics Readiness. Existing Building 958 will be razed as part of the scope of work for the project. The existing asphalt driveway to the south of Building 958 will also be removed as part of the project.

The site will have vehicular parking improvements, best management practice (BMP) improvements for stormwater management, and an approximately 40’ x 40’ mechanical yard with security fencing and gates for exterior equipment for servicing the building.

All utilities needed to serve the constructed building are available in the immediate vicinity of the site. All utilities on base are understood to be owned, operated, and maintained by the installation and have sufficient capacity to provide service to this new facility.

Substructure Building foundations will consist of shallow spread and strip footings supporting conventional steel column and beam/joist construction and slab-on-grade, sized and reinforced to resist typical office/maintenance area loading. Foundation designs will be based upon an allowable bearing pressure per the geotechnical report.

Shell Construction includes a roof consisting of architectural prefinished metal standing seam roof panel system with seams spaced at 16 inches on center. The standing seam metal roof panels will be over the structural metal deck. The flashings will be prefinished to match the roof panel finish. Prefinished aluminum vented metal soffit panels will assist with the attic ventilation.

Prefinished metal gutters and downspouts will be provided at the low ends of the roof to provide drainage away from the building. New exterior walls will be constructed to match the existing design and architecture of adjacent buildings. The exterior walls will be cavity wall construction with 4-inch face brick veneer in a running bond pattern with a minimum 1-inch air space and a minimum of 2-inch rigid insulation to meet energy code requirements. The interior wall component will be 8-inch concrete masonry units in a running bond pattern with a painted finish.

Interior For walls, painted gypsum board on steel studs will be utilized in most areas, except special areas such as corridors and mechanical/electrical/communication/fire protection rooms (concrete masonry). Wet areas such as toilet rooms, showers and the janitor’s closet typically receive a five-foot ceramic tile wainscot over an appropriate substrate and structural backup.

Floors in the IOS rooms, BDS Rooms, portions of Maintenance Work Area/Spares and Network Room(s) will be a grounded, static dissipative recessed access floor system. Office spaces, in general, will have carpet tile flooring. Other areas will comply with the finish schedule. Wet areas such as toilet rooms and janitor’s closet will receive ceramic tile flooring.

HVAC Services Heating, Ventilation, and Air Conditioning The F-16 Mission Training Center will be constructed based on requirements from the Facility Design Criteria Report (FDCR) prepared by the flight simulator manufacturer, L3 Communications (L3).

1. The simulator rooms, server room, IOS rooms, MOC, secure communications and BDS rooms will be maintained year-round in accordance with the flight simulator design criteria.

2. Mechanical humidification will be provided for the simulator rooms, server room, and IOS rooms to maintain 50% (±5%) relative humidity. Mechanical humidification will not be provided anywhere else in the building. In the rest of the building, relative humidity maximums will be limited to 60% and will be maintained indirectly through the normal psychometric process occurring at the building comfort cooling coils.

3. The building has SCIF requirements for sound transmission and security. Ductbars will be provided on openings greater than 96 sq. in. in area and flexible connection on piping as well as duct silencers as required minimizing sound and vibration transmission between secure and non-secure areas.

Electrical The electrical design shall incorporate the requirements of the applicable building codes, the National Electrical Code, UFC, and ANG design standards. New underground service to a pad mounted 12.47kV/8.32 kV – 480/277V transformer located in the utility equipment yard will be provided. The transformer and cable will be designed to allow an upgrade to the 12.47 kV system with dual rated transformer and 15 kV rated cable. The incoming power will be sized to allow conversion from a F16 flight simulator to a F35 flight simulator facility in the future. An underground 480/277V secondary service to a Main SWBD located in the Main Electrical Room with access to the exterior will be provided. A generator connection cabinet for a generator connection along with a manual transfer switch will be provided. Exterior LED fixtures matching the existing base aesthetics will be provided. New pole mounted fixtures will be provided in the new parking lot.

The F16 Flight Simulator system will include an L-3 provided 400kVA UPS to serve the flight simulator system and a 60 kVA UPS to serve the network. UPSs will be located in a dedicated UPS Room. This room is adequately sized to become an Electrical Room with power distribution to the F35 Flight Simulator System.

Occupancy sensors will be used in bathrooms. Automatic lighting controls will not be used in shop areas, electrical rooms, mechanical rooms or other areas where a sudden loss of light will create a safety hazard.

Plumbing Water supply will be delivered to the building through, and will need to be routed from, the existing main on site. The incoming water will be protected by a reduced pressure zone backflow preventer immediately after entering the building. The incoming water will be metered.

Domestic hot and cold water will be distributed to plumbing fixtures throughout the building.

Low flow plumbing fixtures will be used throughout the facility.

Domestic hot water heaters and circulation pumps will be used to deliver hot water to plumbing fixtures throughout the building. Hot water will be generated at 140 degrees Fahrenheit (°F) and blended down to 110°F before being supplied to fixtures. The domestic hot water system will be circulated throughout the facility to ensure timely hot water availability at all fixtures.

Sanitary waste and vent piping will be provided for all plumbing fixtures served by a drain and trap. Sanitary waste will need to be routed and connected to the existing on-site sewer main.

Fire Protection Fire protection features will be provided in accordance with applicable ANGETL, UFC, and referenced codes and standards. Automatic sprinkler protection shall be provided in accordance with NFPA 13, except where specifically modified by UFC 3-600-01 & UFC 4-211-01. Non-storage sprinkler systems shall be designed using the area/density method of NFPA 13, except the discharge requirements for non-storage occupancies must be installed in accordance with

UFC 3-600-01, 9-7.3.1.

Communications The communications design shall incorporate the requirements of UFC and ANG design standards. Conduits from the nearest service point at the base will be provided to the building to support future installation of communications to the F-16 Mission Training Center.

Special Construction New construction work will be completed to match the existing construction and preferred appearance to meet the base standards. All “high bay” spaces accessed from inside the building (including the MOC, Man Trap & Security Office in the “low-bay” area) will be within the “secure perimeter” requiring a minimum perimeter sound transmission rating of STC-45.

Wireless operations are prohibited in these areas and mobile phone lockers will be provided prior to the Man Trap of this “secure perimeter.” The MOC Room, BDS Rooms, Security Office, Maintenance Work Area/Spares, IOS Rooms, Sim Bays, Secure Comm and Network Room will require X-10 high-security locks on access doors and rough in for an Intrusion Detection System (IDS). Wall construction in the Secure areas must extend from the slab below the raised floor to the deck above and any penetrations through a sound/secure wall must be sealed in compliance with current ICD/ICS requirements.

Demolition This project is new construction and will include demolition of existing building 958 Logistics Readiness.

Antiterrorism Awareness Level I Training (AT Level I). All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on the Advanced Distributed Learning System (ADLS), or Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/faces/page/login/Login.seam. For those without a CAC, select "Non-CAC" user on the JKO site.

Requirement for OPSEC Training. In accordance with AFI 10-701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 30 days of employees’ initial assignment to the contract and prior to having access to any critical information (CI) and annually thereafter. General organizational orientations may need to be supplemented by duty-related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. Initial training (OPSE 1301 - OPSEC Fundamentals) located on the ADLS website and refresher OPSEC training (Conducted annually at Commander's Call.)
