Statement of Objectives Biddle ANG Base

Front Gate EMC Replacement 21 August 2025

1. Overall Objective. Biddle ANG Base requires the procurement and installation of a new Electronic Message Center (EMC) sign at the main gate to communicate important base-wide information such as safety alerts, event notifications, and operational updates to Airman, staff and visitors.

1.1. The Electronic Message Center sign should be approximately 4’6”x 8’5" and these are the Government measured dimensions of the existing sign including the housing. The current housing should be preserved, and the sign should fit into the existing infrastructure with minimal modification. The contractor will be ultimately responsible for verifying all measurements. The sign must be full-color LED capable of displaying text, graphics and video. The EMC must have a minimum of 10mm display with at least a 40 ft. viewing distance. The EMC must have a weather and tamper proof casing and automatic brightness for readability in all lighting conditions. The EMC must meet electrical standard specifications (208v single phase with a 30-amp breaker). The sign requires Ethernet cable/fiber (Cat 6) connectivity. A remote programmable content management system that is compatible with the sign must be provided.

The ECM must have a three-year warranty on parts, site services, and any defects.

1.2. The contractor shall remove and properly dispose of the current sign at an off-base location.

The contractor must install the new ECM in the existing housing at the Biddle ANG Base main gate. The contractor must ensure the ECM is fully functional prior to final acceptance of the work. The contractor must ensure they have the appropriate equipment, parts, tools and personnel to install the EMC; no assistance will be provided by the Government. Contractor representatives and employees must be able to obtain a military base pass to access DOD installation.
