QUESTION ANSWER
1. In light of the current health concerns related to the Coronavirus
(COVID-19) pandemic, and in order for the contractor to maximize the time available to provide the Government with the best possible value, will the Government please allow electronic proposal submission versus hand-carried bids?
No, the Government does not intend to accept electronic proposals at this time.
2. In a quick review of the plans for this project, there is a string of architectural and structural plan sheets missing from the solicitation.
See attached marked up index sheet. Please advise.
Please reference Amendment 0001 to the solicitation. This amendment removed all existing drawings and specifications (dated 13 April 2020) and replaced them with revised drawings and specifications (dated 19 May 2020).
3. Could you turn on the IVL for us Subcontractors please.
The Interested Vendors List (IVL) is active; however, you must be logged into the beta.sam.gov website to view it. If you are logged into https://beta.sam.gov and cannot see the IVL, you will need to contact the
Federal Service Desk for assistance.
Edited 13 August: The Government is researching the IVL and attempting to resolve the IVL not being visible to outside entities. The IVL is active;
however, the website will not allow the list to be presented to entities outside of the Government. A help ticket has been submitted to the Federal Service
Desk.
Edited 23 August: The Government has not received a response from the
Federal Service Desk. Since the IVL cannot be activated, the Government will provide the information from the IVL for informational purposes.
4. I was hoping that you could direct me to a resource that has the list of
General Contractors who are bidding this project. I am currently working on a bid for the landscaping and would like to submit our proposal to all GC who are bidding.
5. Can I get a list of contractors bidding this job so I can bid sub work?
6. I’m reaching out on the Fuel Systems project in Mountain View. We provide testing and inspection services and would like to team with the contractors that usually include our scope in their bid. Do you have an interested bidders list for this project or is the Air National Guard soliciting proposals themselves for testing and inspections?
7. Good afternoon, May I please get a list of all the vendors bidding on
Solicitation W50S8X-20-B-0001? We are a WBE Company and would like to reach out to them to see if they would be interested in using our company as a subcontractor.
8. I was wondering if you have a list of general contractors bidding the above mentioned project? We have been asked by a couple of GC to bid it for them as a sub and are trying to obtain a list of all the GC who are bidding. Can you please forward me that list or direct me to the correct person or place to obtain it? Thank you in advance for all your help.
9. We are a supplier for Erosion Control and Geosynthetics. Do you happen to have the bid schedule for this project?
The Bid Schedule for this project is available as an unsecured attachment
(Excel spreadsheet).
10. Will the National Guard be issuing an RFP for the Special Inspections on the Fuel Systems Aircraft Corrosion Control Hanger in Santa Clara?
If so, where would we be able to access plans for this project?
Sam.gov?
No, the Government does not intend to issue a separate RFP for Special
Inspections for this project.

QUESTION ANSWER
11. Will the site visit attendees be allowed to take photos with their cell phones or personal cameras during the Site Visit on August 11, 2020?
Yes; however, you will not be permitted to take pictures of aircraft or of military personnel.
12. Due to the fact that the Plans and Specifications for this project were replaced effective 2 AUG 2020 with Amendment 0001, we respectfully request that the due date for this bid be extended by two weeks. This will help us ensure that our teams have ample time to review the new documents and confirm that our subcontractors have the information they need to provide us with the best possible proposals.
The Government does not intend to extend the solicitation deadline at this time. The plans and specifications issued with the solicitation were “Issued
For Bid” and therefore represent a 95% design. The plans and specifications issued in Amendment 0001 were “Issued For Construction” and represent a completed, 100% design. In comparing the differences between the different plans and specs, the Government believes that the changes are superficial in nature and do not merit an extension of the solicitation deadline.
13. Under Clauses Incorporated By Full Text, on page 42 of 141, referencing FAR clause 52.236-1 Performance Of Work By The
Contractor, will the Government consider the Contractor’s general conditions as part of this self-perform requirement value?
The language of the FAR Clause indicates that, “The Contractor shall perform on the site and with its own organization, work equivalent to 15% of the total amount of work to be performed under the contract” (emphasis added).
General Conditions may be considered; however, it is incumbent upon the
Contractor to demonstrate that General Conditions being considered are measured based on the effort (versus cost/price), are being performed onsite, and are being performed by employees of the prime contractor.
14. Drawing 05-A601 shows the different finishes for the different rooms but lists no manufacturer, color, item, etc. for the various finish types i.e. CPT-1, CPT-2, VCT-5, etc. Please provide specific finish materials.
Sheet 05-A601, Finish Schedule Legend has note to refer to specification section 09 06 00 for colors of materials as well as general note 3. This specification section has the information being requested including the colors/brands/types of materials.
15. Specifications state that the Fabricator and Erector must be AISC
Certified. Can this be waived. Please advise if this certification can be waived.
No, AISC (American Institute of Steel Construction) will not be waived and is required. Due to the complexity of this project and amount of steel, the engineer of record recommends keeping the standard UFGS (Unified Facilities
Guide Specifications) language in place. Further, the UFGS specification provides guidance to the specification writer/designer of record with the following note: “NOTE: AISC has a certification program in effect that confirms that a certified structural steel fabricating facility has the personnel, organization, experience, procedures, knowledge, equipment, capability, and commitment to produce fabricated steel of the required quality for a given category of structural steel framing. Consider deleting this paragraph if there is a minimal amount of steel on the job”. This project does not fit that category for “minimal amount of steel”.
16. Specification section 316613 part 2.1.1 states that the subsurface information is presented in the geotechnical report. Please provide the geotechnical report.
Please reference Amendment 0002 which incorporated the Geotechnical
Report.

QUESTION ANSWER
17. Will the Owner provide the tax-exempt certificates required? If not, all general contractors and subcontractors will need to include 9% sales tax on all material to be used on the project.
Yes, the Government will provide required tax exemption certificates.
Edited 24 August: The Government’s response to the tax exempt status is clarified to mean that this project is exempt from federal taxes and that the
Government will provide any/all documentation necessary to aid and assist the contractor in facilitating establishing that exemption. The project is not exempt from the imposition of state taxes; the bidder is responsible for properly addressing state sales tax in their bid.
18. Please confirm that small business goals stated in the RFP reflect base bid participation percentages and exclude bid options.
This is incorrect. The small business goals are stated for the entire project, including the base and all additive bid items.
19. Has the Owner's budget included the cost of 9% sales tax on all material to be used on the project?
Yes, the Government’s estimates included sales tax.
20. Ref. 7, 9 & 11/05-S503; these details are drawn for 2L5x3x3/8 bracing connections as called-out on 05-S115. What is the detail at the
WT7x19 bracing connections as called-out on 05-S118?
Please reference Amendment 0005 to the solicitation that incorporates HDR’s
“Addendum 1” to the plans and specifications. A new sheet (i.e. 05-S503A) was issued in Addendum 1 to provide WT bracing connections. Also sheet 05-
S118 was revised in Addendum 1 to call out WT bracing connection details.
21. Ref. 05-S114; How do the W12 beams attach to the CMU walls? Please reference Amendment 0005 to the solicitation that formally incorporates HDR’s “Addendum 1” to the plans and specifications. See details
3, 7/05-S510 for W12 to CMU wall connection. Detail 3/05-S510 applies to the W12 and CMU wall depicted on sheet 05-S114. This detail has been called out in Section D/05-S312 in Addendum 1.
22. Ref. 05-S119 thru 05-S122; Please provide field splice locations and details for the W14x48 truss chords at Grid Lines HE & HF between
Grid Lines H3 and H11.
Please reference Addendum 0005 to the solicitation that formally incorporates
HDR’s “Addendum 1” to the plans and specifications. Sheets 05-S301 and
05-S302 were revised in Addendum 1 to locate and call out W14x48 truss cord splices. As indicated in the call outs, detail 5/05-S503 (already exists in drawings) provides splice details.
23. Ref. 1 & 4/05-S502; At the 21 locations where truss bottom chords have both horizontal and vertical gusset plates, we assume the W12x40 lower chord frame beam connections may be brought out from the truss cords similar to details on 00-S517. Otherwise, the W12 frame beams cannot be erected. Please confirm this is acceptable.
Yes, this is acceptable as long as the alternate details on sheet 00-S517 are satisfied as minimum.

Sheet:
Spec: 09 90 00 Paints and Coatings
Question: Subpart 1.4.2 of Section 09 90 00 Paints and Coatings states
“All Contractors and Subcontractors that perform surface preparation or coating application shall be certified by the Society of Protective
Coatings (SSPC) to the requirements of SSPC QP 1…” Per the SSPC website, QP 1 certification is primarily meant to attest to the ability to apply coatings in a marine environment such as bridges, off-shore drilling, ships, wastewater treatment facilities, and power generation facilities. This requirement will prohibit the local experienced painting contractors from being able to perform the work and will result in a substantial increase in the cost of this work, which will be reflected in the prime contractors’ bids submitted to the Government. SSPC QP1 certified painters typically do not perform painting work for buildings and other architectural surfaces. We request removal of the requirement for the use of only SSPC QP1 certified painters on this project.
UFC 1-200-01 paragraph 4-1.3 corrosive category applies to the interior of hangars (additionally applies to this hangar due to proximity to San Francisco
Bay). Spec Section 09 90 00 par 1.4.2 will not be waived.

QUESTION ANSWER
58. Regarding the bid due time of 10:00 AM local time
Due to the fact that contractor personnel will be attempting to access the base in order to hand-carry bids in the morning, the contractor respectfully requests that the bid time be moved out to 2:00 PM local time. This will allow contractors’ bid personnel to access the base with enough time to reach the bid repository location. It will also allow prime and subcontractors to capture the final proposals that offer the best value to the Government.
Please reference Amendment 0006 that formally extends the deadline for submission of bids.
59. Regarding Section 00010 – Solicitation Contract Form and Bid
Schedule Amendment 2 (Excel document)
Amendment 0002, Section 00010 Notes, Page 5 of 9 states that a complete bid package must contain the following:
…(b) Section 00010 Line Items – all items must be priced.
Amendment 0002 also contains Attachment 5 / Bid Schedule as an
Excel document that references 465,000 SF for Base Bid items, versus
49,100 SF referenced for Base Bid items in Section 00010 Solicitation
Contract Form.
Please confirm which of the bid schedule documents are to be submitted with the bid package, and which SF calculation should be used. If both documents are required can the contractor submit the
Attachment 5 / Bid Schedule Excel document within 24 hours of the bid opening since personnel will be on site delivering the contractor’s bid?
The “465,000 SF” value is a typo. The intended value of the estimated size is
“46,500 SF” and will be corrected.
Please review Section 000010 for a listing of all items that must be included with your bid. All documents must be present at the bid opening and may not be submitted after the fact.
Section 000100 has been revised to clarify that a completed Bid Schedule must be submitted with your completed bid. All documents identified by Section
000100 must be present at the bid opening and may not be submitted after the fact.

QUESTION ANSWER
60. We are respectfully requesting clarification regarding prime contractor access and responsibility with regard to the ‘controlled attachments’ associated with the above referenced project. [Redacted] submitted DD
Form 2345 as instructed in the pre-solicitation posted on BetaSAM.gov at the beginning of July 2020. Our request to download the controlled access attachments for this project was granted for both the original and revised document sets. However, we just received notice from the
U.S./Canada Joint Certification Office Defense Logistics Agency that additional information is requested and our application is not yet complete. We want to be sure that we are in complete compliance with the proper data security protocols associated with the Militarily Critical
Technical Data Agreement Form DD2345 and the controlled attachments associated with this project. We also want to ensure that our organization is managing the documents in accordance with prescribed directives. Is it possible for you to contact us or to direct us to someone who can provide guidance on this issue?
The California Air National Guard (CA ANG) does not issue the DD Form
2345 and cannot speak to the process for obtaining and maintaining the certification. Additionally, the CA ANG does not own, operate, or maintain the https://beta.sam.gov website—this falls under the purview of the General
Services Administration (GSA). You will need to contact the Joint
Certification Office or the Federal Service Desk with questions pertaining to the certification process or the operation of the Contract Opportunities website.
61. Ref. 4/00-S513; This detail is entitled “Typical Section at Frame
Beams”. Is this detail to be used at ALL beam to column connections shown on the frame elevations on sheets 05-S301 thru 05-S311?
No, the detail is not to be used at all beam-to-column connections.
Drawing 4/00-S513 provides typical details for frame beams (beams with moment resisting connections), unless noted otherwise on project specific drawings (i.e. 05-S drawings). See note S8-A on sheet 00-S001 for “moment frame” designation sign. As an example, see partial plan 1/05-S403 with some moment resisting beams included. Also see 5/05-S511 for more requirements for beam moment connections.
Typical details for non-frame (non-moment resisting) beam end connections are given on sheet 00-S511 and in detail 2/05-S513, unless noted otherwise on project specific drawings. An example of noted otherwise is detail 9/05-S508 for collector connection details.
In addition, see alternative details for fabrication of gusset plates (that affects the location and details of end beam connection) on sheet 00-S-517.
In general, typical details are applied to the whole project unless noted otherwise on structural drawings as noted in note G1 in sheet 00-S001.

63. Ref. 05-A101; There are bollards shown at the coiling overhead doors.
Are these bollards to be per detail 1/00-C514?
Detail 1 on Sheet 00-C514 is the correct detail for all project bollards
64. I understand from the pre-bid meeting that there is a backlog of approvals for access to the "controlled attachments" for this project.
We have been advising our interested subcontractors and suppliers to request access to the documents through sam.gov <http://sam.gov>.
With the proposal due date quickly approaching, is there an easier way for [Redacted] to get these interested parties access to the documents?
Thank you for any assistance you can provide.
The https://beta.sam.gov website is the only location where the plans and specifications may be obtained from the Government. The queue for requesting access to the documents has been reliably cleared by the completion of each duty day; however, it is a slow process. The “backlog” in approving requests were those that had not been cleared prior to the start time of the site walk.
65. 05-S115, Note 11 states that contractor shall design and provide additional structural elements (Including Beams) to support equipment if required. Please advise if the steel that is shown on drawings is suitable for the mechanical equipment to sit on. If not please provide additional details for the support steel that is needed.
The capacity of the framing shown on drawings is suitable for mechanical equipment shown on the plans (and the ones 300 lbs or lighter, see note 10 on sheet 05-S115) to sit on. But if any extra element (such as a curb or beam) is required to transfer equipment loads to the framing provided on drawings, those elements shall be designed, detailed, and provided by contractor.
Contractor shall coordinate with equipment manufacturer and verify with other drawings to designate and provide these extra structural elements.
66. 05-S119, Note 9 states that HSS shall be installed after all the top roof and equipment are in place. Please advise if this is all the steel under the main trusses.
Note 9 applies to specific vertical HSSs called out on drawings (i.e. sheets 05-
S121&122). Please note that both sheets 05-S121 and 05-S122 refer to sheet
05-S119 for general notes.
Note 9 will be revised in an addendum to indicate that it applies wherever called out.

QUESTION ANSWER
75. Discipline: Roofing
Sheet: 00-A505
Question: Sheet Number 00-A505 provide details for the perimeter edge conditions of the standing seam metal roof systems at the high eave condition, the gutter/eave condition, and the rake trim condition.
However, conflicting details for the same locations are included within the “05-A” series drawings. The “05-A” series drawings include a much large fascia trim condition (2’-0”+-), which would require substantially more sub-framing and fascia trim than what is shown on the “00-A” series drawings. Please confirm our interpretation that the details included within the “00-A” series drawings take precedence over the details included within the “05-A” series drawings.
Details 1, 2 and 3 on Sheet 00-A505 are the minimum allowable configuration for the three roof perimeter conditions shown. Specific location details indicated throughout the drawings are the minimum requirement at those locations. Constructed configuration must fit with other adjacent elements.
Notation will be added to Details 1, 2 and 3 on Sheet 00-A505 indicating these are the minimum allowable configuration requirements and specific details referenced at other drawings are applicable for the requirements at those locations

Question: Key Note 15 “Metal Canopy Above” on Sheet Numbers 05-
A109 and 05-A110 clearly indicates the three locations where the radius standing seam roof canopies are located. Key Note 15 also appears at ten locations on Sheet Number 05-A111; however, there are no metal canopies indicated within any of the drawings to be provided at these ten locations on Sheet Number 05-A111. Please confirm our interpretation that Key Note 15, specifically at the ten locations on
Sheet Number 05-A111, is simply referencing the fact that there is a metal roof overhang soffit above the door openings below and that there are no additional requirements to provide canopies below the roof overhangs.
The 10 Keynote 15 locations on Sheet 05-A111 are not applicable. Reflected
Ceiling Plan – Area D on Sheet 05-A111 will updated in an addendum to remove the Keynote and those 15 Keynote locations
