About this file
This document is a Lighting Inspection and Testing Checklist for Building 302 - Jet Fuel. The checklist covers a visual inspection of the roof top components, ground system, and ground resistance and continuity testing. Key findings include:
The visual inspection identified the need for additional strapping, bonding of the staircase into the dike, and further inspection/repair of the connection to the jet fuel tank 2 northeast terminal. The ground resistance testing found several readings outside the recommended range, with the jet fuel stairway being the highest at 130 ohms. Recommendations include connecting an additional down terminal to the stairwell and repairing the connection to the jet fuel tank 2 northeast terminal. Photographic documentation was also provided for areas needing further attention.
The related federal contract opportunity is for Lightning Protection Systems Repair, solicited as a total small business set-aside with an estimated value between $25,000 and $100,000. Davis-Bacon wage rates apply, and payment bonds are required if the bid exceeds $35,000. The award will be made to the responsible bidder whose conforming bid is most advantageous to the government, considering only price.

A. Visual Inspection of Roof Top Components
Item Descriptions Notes/Correction
1 Visual inspections of the overall system condition.
Appearance (neat, dislodged, broken cables etc.). Good but added some strapping.
2 Visually inspect all air terminals. Verify that size and quantity is sufficient per NFPA 780/UL96A requirements.
3 Verify that all air terminals (lightning rods) have been placed at 20’-0” maximum spacing around roof perimeter and/or roof ridges.
N/A
4 Verify that perimeter air terminals are within 2’-0” of the outside edge including corners of the structure.
5 Verify that mid-roof air terminals are spaced at maximum spacing of 50’-0” in accordance with NFPA 780.
6 Verify interconnecting mid-roof cables connecting mid-roof air terminals are properly spaced. Further verify 150’-0” maximum length of cross run conductor to the main perimeter or down conductor in accordance with NFPA 780.
7 Verify that copper materials are not mounted or in contact with aluminum materials and vice-versa.
8 Verify that all conductors are fastened horizontally and vertically not more than 3’-0” maximum spacing.
N/A
9 Verify inductive metallic bodies located within 6’ 0” of lightning conductor or another bonded metal body shall be interconnected to the lightning conductor system, unless inherently connected.
✔ Stair case into dike may need additional bonding.
10 Verify air terminals and bonding connectors are installed on rooftop, fans, ventilators. A/C units etc. in accordance with NFPA 780 UL96A.
N/A

B. Visual Inspection Ground System:
C. Ground Resistance & Continuity Testing:
11 Remove and clean all cable connections including but not limited to; Bonding plates, lugs, cable to cable connectors etc.
N/A
Item Descriptions Notes/Correction
1 Locate all through roof connection to down runs or to structural steel. Visually inspect for damage and tightness.
N/A
2 Verify the quantity of down runs/connection to ground is adequate per NFPA 780 and UL96A based on the size of the structure.
3 If the connection is to steel, verify that connection is made in accordance with NFPA 780 and that the area under connection is clean of all paint, oil, grease etc.
N/A
4 Verify that spacing of down conductors at roof level are installed in accordance with NFPA 780 and UL96A (100’ on average).
5 Visually inspect connections to rebar/structural steel etc. for corrosion remove connections clean and reinstall. Replace if necessary.
N/A
6 Visually inspect ground rods and cable connections to ground rods. Remove and clean if necessary.
N/A
Item Descriptions Notes/Correction
1 Record the device readings for all tested points: See Additional Notes
2 Inspect and document status of surge protection - transient voltage surge suppression (TVSS) systems. Verify TVSS systems are installed in accordance to NEC 70 or other applicable codes or standards.
N/A
Perform ground resistance on lightning protection grounding system.
See Additional Notes
3 Take additional photographic or video documentation of particular areas of the lightning protection system that needs further long term repair that may go beyond the scope of this inspection but needs attention.
See Additional Notes
