Q&A – 28 August 2025
W50S8R25Q0005
Data Wall
Q1: What is the preferred technology for the video wall: 55” LCD monitors or dvLED?
A1: No preference. Video wall solution is only required to meet the minimum characteristics in SOW
Q2: From the walk-thru, it is now our understanding that you would like the video wall to show up to (7) large images side-by-side or up to 28 individual images, is this correct?
A2: Although it was mentioned in the walkthrough. We want to stick to what the SOW states which is 6 large images (side-by-side) 24 individual images.
Q3: What is the location of the GFE equipment racks in relation to the operations floor?
A3: Location of the GFE equipment racks is in the server room #110. Room is adjacent to the operations floor. Fiber cabling distances are likely less than 300ft if on the opposite end of the operations floor this takes into account having to route through the cabling trays.
Q4: Are there cable paths from the equipment rack location to the operations floor?
A4: Yes. There are cable runways running throughout the floor and the server room
Q5: Will there be any other sources besides the (29) workstations?
A5: No
Q6: Where will the (2) GFE 75” displays go and what content should they display?
A6: Classified content from 2 GFE provided workstations
Q7: How many of the (29) workstation sources have sound?
A7: none of the workstations have speakers; however, they have a line out available for external speaker plugin.
Q8: Should the sound sources have the ability to route to any of the workstation desktop speakers or just a few specific ones?
A8: Yes they should have the ability to route audio to any workstation desktop speakers or to one of the seven pods individually from a few specific sources
Q9: Are any ceiling speakers required or just the desktop speakers?
A9: Ceiling speakers are not required but preferred as long as the sound does not go beyond the room they are installed in.
Q10: Single mode fiber optic cable is specified, can we use multi-mode fiber optic cable for NVX video routing?
A10: If providing the fiber infrastructure then yes. If leveraging GFE fiber infrastructure in place, then no. Vendor would need to quote devices or equipment capable of converting SMF to MMF if choosing to use MMF equipment and GFE fiber cabling infrastructure in place.
Q11: Can you confirm if drawings of the rooms are available, including elevations showing the locations of the video arrays?
A11: There are no releasable CAD drawings but we are working on a cable tray layout which should provide an idea of the layout. At this time, the cable tray layout cannot be posted.
Should this change prior to quote deadline the government will make these available.
Q12: Would like clarification on if the scope calls for four separate video arrays (one per enclave) or a single large divisible array.
A12: No preference. Video wall solution is only required to meet the minimum characteristics in SOW. It states which is 6 large images (side-by-side) 24 individual images
Q13: Please provide the Approved Product List.
A13: Documents attached.
When engineering and building pricing estimate for the datawall, the contractors shall use AF JUC Catalog – 20240205.pdf as the primary source. The government is aware the catalog does not have a lot of equipment variety on it especially for data wall purposes. As a result, the government is providing APL catalog from other sources across the DoD which expands on hardware and software equipment meeting standards for the data wall. The government the equipment chosen is in this catalog and not expired, the equipment chosen should have paperwork already submitted providing the information required and through reciprocity which will increase the likelihood to approve and grant permission to introduce said equipment into the facility.
To provide further clarification, when selecting the equipment, the hardware or software equipment needs to be the same make and model as stated in the catalogs. Any deviation will likely cause the equipment to not be considered during tech eval.
Q14: What is the dimension of the wall area planned for the video wall, width and height?
A14: 98’ L x 8’4” H
Q15: Is the expectation that a free standing, self-supporting structure secured to the floor will provide mounting for the displays as opposed to the building wall structure?
A15: The preference would be to mount displays on the false wall; however, free standing, self-supporting structure secured to the floor is acceptable as well.
Q16: Section 1.2 calls for a minimum of 6 video inputs to the video wall, however section
2.2.2 calls for the ability to display 24 individual images. Please clarify the quantity of individual sources needed to be displayed simultaneously.
A16: This is a minimum specification. How each pod is broken up for assigned displays just needs a minimum of 4; however, if it is more technically feasible to break each down into more displays, please do so. If choosing to use larger displays with the capability of PiP, such as a TV, the government is requesting that at a minimum the TV have the capability of projecting 4 different sources.
Minimum Specs clarification: Each pod will have access to a quadrant of 4 displays that can also project one image across all 4. Within each pod there will be at least 4 stations with the ability to project onto the display. This repeats for the next 5 pods. This totals to 6 pods with 4 stations each that can project to each of their own quadrant of displays or use up all their quadrant for one larger image. Additionally, when displaying one larger image within the quadrant only one source is pushing to the display; however, the source should be able to come from within any of the other 3 stations on that pod. Furthermore, there will be 3 stations on 2 controller desks that should have the ability to project to any or all of the quadrants assigned to each pod. Lastly, there is one more pod which does not align with any wall space, there will be 2 stations on this pod that will require ability to be a source for the pod closest to it and with the ability to project onto 2 of the 4 in the quadrant and/or to the entire quadrant should it be a necessity.
Q17: Please clarify the quantity of operator workstations and quantity of source inputs to be captured at each location.
A17: There are a total of 6 pods with 4 operator stations equaling to 24 operator stations, 3 controller stations on 2 controller desks, and 1 not aligned pod with 2 operator stations.
Total numbers is 29 stations.
Q18:Please provide dimensions of the conference room including ceiling height.
A18: 24’ 4”L x 16’ 0”W x 8’ 4” H
Q19: Please clarify requirement 2.3.3 – does this require installation of the physical ceiling tile grid or simply the devices that will be installed within an existing ceiling grid?
A19: No preference as long as it meets the intent of the SOW. Needs to meet sound restrictions
Q20: Please clarify the mounting location of the 75” displays. Do these mount on the same wall as the video wall or an adjacent wall(s)?
A20: The GFE 75” displays will be mounted in the conference room east wall opposite to the head of the table and entrance into the conference room. It is not the same wall as the ops floor display walls or adjacent walls.
Q21: Is multi-source windowing needed on the 75” displays?
A21: Yes. Minimum of 2 sources.
Q22: Requirements call for both IP based system and Digital Media 8G switcher. Please clarify the need for both system platforms and the function of each.
A22: It is vital for the solution to remain IP and utilize fiber for cabling to the fullest extent possible. The Digital Media Switcher is using fiber cards on input and output to receive and relay information from the switch which is IP based. This is a minimum spec, should there be a more technically feasible implementation, please do so.
Q23: Please clarify the location of each of the approximately 29 sources. Are these all console workstation sources or are they from other PC’s?
A23: These are all computer desktops
Q24: Is the requirement for all video transport to be done via fiber optic connections?
A24: Yes. It is vital for the solution to remain IP based and utilize fiber for cabling to the fullest extent possible.
Q25: Please clarify furthest distance from installation location to rack room.
A25: Approximately 200’ using the cable trays under the raised floor. Account for slightly more if wanting to leave service loops.
Q26: Clarification on the desired layout, is it 6 large images OR 24 small images OR 4 large next to 16 small images? Or is it 6 large next to 24 small images OR 4 large next to 16 smaller images?
A26: 6 Large images that can be broken down into 4 quads totaling (24). There is no next to.
Q27: Please confirm the 4 network enclaves?
A27: Up to 4 inputs from operator stations/desk
Q28: What are the ceiling heights?
A28: 8’ 4”
Q29: The information regarding the size of the video wall was 110 x 40, is that assumed to be inches?
A29: The data wall capable of being utilized is approx. 98” W by 8’4” H. This does not include wall jacks and other items which my hinder total utilization of the 98”. The previously stated 110” encompassed the exit.
Q30: Do the Video walls only need to have 3 pre-configured layouts?
A30: Yes. 3 pre-configured layouts.
Q31: For the operations floor how many work stations should receive the speakers?
A31: 4 operator stations per pod (there is 7 pods) and the 3 stations at the 2 controller desks = total of 29 stations for speakers
Q32: For the operations floor any microphone or codec required?
A32: No microphone pickup as the headsets will be used if necessary
Q33: Do you want the ability to send up to 24 sources to all displays?
A33: No. There needs to be the ability to project one single source to all displays and that single source should be able to come from the controller stations at the controllers desk.
Otherwise the operator stations will each project to their assigned quad display or w/e type display is being designed for this project.
Q34: Are there any drawings of the room for layout?
A34: There are no releasable CAD drawings but we are working on a cable tray layout which should provide an idea of the layout. At this time, the cable tray layout cannot be posted.
Should this change prior to quote deadline the government will make these available.
Q35: How many conference rooms are being upgraded?
A35: Just one
Q36: Are there only 1 lectern per conference room?
A36: 2 Lecterns for the 1 conference room
Q37: Any idea what size table for the room? How many chairs can fit around it?
A37: 12 chairs can fit the conference table
Q38: How many inputs are needed for local presentation at the table?
A38: There will be 2 inputs required at the lecterns not for the conference table
Q39: Will these need various classifications, Nipr, Sipr or is the room just one classification?
A39: Various classifications
Q40: For conference rooms the requirement of (Voice lift) do you want a true mix minus system, so local speakers around the table are amplified through the speakers? This should not be required for a 15x30 size room.
A40: Government agrees on not required for 15x30 room.
Q41: For the Cameras in the Conference room is there any requirement for auto tracking or framing?
A41: No requirement for auto-tracking or framing
Q42: At the lectern location would you like a microphone for the presenter to be amplified into the room to hear them better?
A42: No preference on the lectern microphone.
Q43: How many rear displays are required for the Ops Floor?
A43: 2 Large Displays broken into 4 different smaller sections such as PiP or quad displays
Q44: Are the available power outlets at each POD on separate circuits? 15 or 20 AMP?
A44: Government prefers to utilize as little as possible the outlets below the stations as they will be needed for other requirements.
Q45: The RFQ calls out 6 large images to be displayed in the Ops floor. There are 7 POD’s.
Should each POD have its own large image to display?
A45: The government is aware there are 7 pods and only 6 large images. Due to the exit doors placed on the same wall where the data wall would go, pod 7 will not have its own dedicated display, instead it will need to share with the closest pod and there will be 2 stations on this 7th pod that will require ability to be a source for the pod closest to it and with the ability to project onto 2 of the 4 in the quadrant and/or display to the larger image should it be a necessity.
Q46: How many government furnished fiber ports are available at each POD for AV data connectivity?
A46: If needed, the government can provide up to a min of 8 ports on a cassette which will cover 2 pods. Please consider, the SOW doesn’t state there will be GFE provided ports at each POD. Government recommends including fiber runs in engineering and cost estimate.
Q47: Not including the dedicated workstations at each POD, how many additional sources are to be available for display, (cable tv, weather sources, etc…)?
A47: None. Just the 4 sources coming from the operator desk per POD.
Q48: The center POD’s are facing the two operations desks. Does the government envision a large display between the two POD’s and the operations desks, so the view is not obstructed?
A48: No. The displays for the controller’s desk will be on the opposite facing wall.
Q49: Is soft codec conferencing desired in the conference room, such as MS Teams, Jabber, Zoom, etc?
A49: Yes. Jabber, Cisco, and Teams are preferred.
Q50: The RFQ requests two cameras for the conference room. During the site survey it was stated that only one camera was necessary. Please clarify.
A50: Only one camera is required.
