Questions & Answers W50S8Q-20-B-0007 Demo Old Comm Sq Bldgs 109 & 121 Q1. Are you requiring the asbestos containing flooring be removed prior to demo, or can the asbestos containing flooring remain in place during mechanical demo?

A1. All Contractor shall follow EPA and NESHAP guidance when it comes to the demo of buildings 109 and 121. Contractors are also advised to contact the Ohio Department of Health.

Q2. Handout called for priced breakdown (letter c.) Please verify proposal is to have single lump sum number.

A2. Bid is to be a single lump sum.

Q3. Note 1 utility call for contractor to ‘remove transformers….relocated to CE Storage’….is CE storage on base and will the government provide portage and unloading?

A3. CE Storage is on base. Transformers will be stored in the parking lot of BLDG 152. We ask that the contractors use their own means to transport across base.

Q4. Permits for NOI/SWPPP/EPA 10 day wait will affect 100 CCD. Will government entertain the use of:

0. NTP #1 Contractor to collect all required permits?

0. NTP # 2 Start construction (POP 100 days from NTP #2)?

The Prime Contractor cannot accurately predict the accountability and issuance of bureaucratic permits as it relates to the overall 100 day POP. Please advise.

A4. The Government provides extra days past POP to complete paperwork.

Q5. Funds are not presently available. When is anticipated construction period? Will Prime Contractor need to include cold weather provisions for concrete placement? Also, most manufacturers will not warrant paint striping material unless applied in favorable conditions (40 degrees and rising at 8am). Lastly, restoration of grass/seed/ straw will only grow during the season as noted by USACE standards. Please advise as it relates to the 100 day POP.

A5. After contract is awarded the government will work with the contractor to provide the best possible schedule based on time of year and inclement weather.

Q6. Are there onsite outage and area clearance permits required to terminate utilities? If so, how long do they typically take to secure?

A6. No permits should be necessary. Planning may have to be done for water outages.

Q7. Will required fill be made available to prime contractor via onsite location? If not, and prime is required to truck fill in, will it require a proctor? (Note: premium screened topsoil import is not part of this question.)

A7. Fill will not be made available to contractor. It will be the contractor’s responsibility to bring in necessary fill.

Q8. Will the site be available for a second site visit? We have garnered more interest and more subcontractors to establish a competitive number on the behalf of the government.

A8. No. With the short timeframe due to end of year, we are unable to have another site visit.

Q9. Please provide interior photos of buildings.

However, as this is a category 1 non-friable asbestos-containing material which is in good condition, it may remain in place during demolition, assuming the demolition activities do not render it friable…

Document: Attachment 5B – Asbestos Survey (Bldg 121) Page: 6 Section V. Discussion states …the tile and mastic samples taken from this structure (#4, #5, #6, and #7) came back positive for asbestos. This material should only be removed/disturbed by a licensed asbestos abatement contractor. However, as these are category 1 non-friable asbestos-containing materials, which are in good condition, they may remain in place during demolition, assuming the demolition activities do not render it friable

Q33. While working on the bid for the demolition of buildings 109 & 121 I discovered a question. It looks like where we are installing the new sidewalk and curb will leave a section of the building towards the street without any pavement. I didn’t see any requirement for patching back any asphalt. The picture below show a line where the sidewalk and curb are to be installed. The building to the left of the line will be removed and there will be no pavement to stripe following demolition. Can you please advise whether we are to patch the street where the building is located following demolition?

A33. Yes, The CONTRACTOR shall patch the street with asphalt where the building was demolished. It was always the government’s intent for the new parking area to be all asphalt. The Government will issue a revised sidewalk drawing to reflect the asphalt patch needed. See Drawing #3 (Sidewalk and Striping revised)

Q34. Is it intentional to have acceptance of bids and PoP durations potentially overlap?

A34. The acceptance period is extended to allow time for availability of funds. The PoP could change based on Government acceptance/award of contract.
