About this file

This document includes an asbestos survey report and related federal contract opportunity notice. The asbestos survey report details sampling conducted at Building 121 at 1273 F Avenue in Springfield, Ohio, identifying ceiling tiles, floor tiles, mastics, and plaster in various rooms. Laboratory analysis found chrysotile asbestos in some floor tiles and mastics at levels of 3-5%.

The related federal contract opportunity is a solicitation to demolish Buildings 109 and 121 at the Springfield Air National Guard Base in Springfield, Ohio. The project includes asbestos abatement in both buildings, demolishing pavement and properly capping utilities. The construction duration is 100 calendar days with a completion date in 2020. The total contract value is between $1-5 million. The solicitation is set aside for women-owned small businesses and responses are due on September 24, 2020.

Re: Asbestos Survey Building 121 1273 F Avenue Springfield, OH 45502

Mr. Owens, Enclosed please find the results of our asbestos survey and bulk asbestos sampling at Building 121, 1273 F Avenue in Springfield, Ohio.

The following is a summary of the work effort, and a discussion of the results along with recommendations and proposals.

Industrial Hygiene Division Project # 040319-2

2019 1 mailto:nicholas.r.owens3.nfg@mail.mil

I. Summary:

On Wednesday, April 3rd, 2019 Lyle Environmental personnel (Tom Eggers, Asbestos Hazard Evaluation Specialist, Certification Number ES36032) conducted an asbestos survey at Building 121, 1273 F Avenue in Springfield, Ohio. Representative samples were taken inside the structure and from the exterior. Homogeneous areas were identified and samples were taken within those areas at random locations.

Sampling of Materials and 3-5-7 Rule:

According to EPA sampling guidelines, there are three main types of material: surfacing, thermal, and miscellaneous. The classification dictates the number of samples to be taken.

Surfacing material is sampled according to the 3-5-7 rule, meaning 3 samples should be taken from areas less than 1,000 square feet; 5 samples from areas of 1,000 to 5,000 square feet; and 7 samples from areas greater than 5,000 square feet. Each of these areas is considered a “homogeneous area,” meaning it was determined by the Hazard Evaluation Specialist to be the same material judging by its appearance, age, location, etc. For Thermal system materials, with some exceptions, 3 samples should be taken for each homogeneous area. For Miscellaneous materials, at least one sample should be taken from each homogeneous material.

Laboratory Analysis:

All samples were analyzed SanAir Technologies Laboratory, Inc. located at 1551 Oakbridge Dr., Suite B, Powhatan, Va 23139. SanAir Technologies Laboratory, Inc. is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP LAB CODE 200870-0) and the American Industrial Hygiene Association (AIHA #162952).

The samples were analyzed for asbestos by polarized light microscopy (PLM) in accordance with the “EPA Method for the Determination of Asbestos in Bulk Building Materials” (EPA/600/R-93/116 July 1993). Analysis was performed by using bulk samples for visual observation and slide preparation(s) for microscopic examination and identification. The samples were mounted on slides and then analyzed for asbestos (chrysotile, amosite, crocidolite, anthophyllite, actinolite/tremolite), and fibrous nonasbestos constituents (mineral wool, fiberglass, cellulose, etc.).

The microscopist visually estimated relative amounts of each constituent by determining the volume of each constituent in proportion to the total volume of the sample, using a stereoscope.

Samples which were visually determined to have 4% or less asbestos were quantified more

Industrial Hygiene Division Project # 040319-2

2019 2 precisely using a “Point Count” procedure. An ocular reticule (cross hair or point array) was used to visually superimpose a point or points on the microscope fieldof view. A total of 400 points superimposed on either asbestos fibers or nonasbestos matrix material must be counted over at least eight different preparations of representative subsamples. If an asbestos fiber and matrix particle overlap so that a point is superimposed on their visual intersection, a point is scored for both categories. Point counting provides a quantification of the area percent asbestos. Point counted results supersede the results of the visual estimation.

Mastic: Approximately 5,000 sq. ft.

Note: See Laboratory Results in Appendix A

2019 5

V. Discussion:

The tile and mastic samples taken from this structure (#4, #5, #6, and #7) came back positive for asbestos. This material should only be removed/disturbed by a licensed asbestos abatement contractor. However, as these are category 1 non-friable asbestos-containing materials, which are in good condition, they may remain in place during demolition, assuming the demolition activities do not render it friable, and assuming the structure will not be subjected to a controlled burn.

All other areas tested for asbestos were legally considered non-asbestos containing.

Please note that samples #15A, #15B, #15C, and #19 had less than 1% asbestos, which is not legally considered ACM (asbestos containing material), as per definition in 29 CFR 1910.10.

These materials (<1% asbestos) may remain in place during demolition.

The final report cannot be reproduced, except in full, without written authorization from SanAir.

Fibers smaller than 5 microns cannot be seen with this method due to scope limitations. The accuracy of the results is dependent upon the client’s sampling procedure and information provided to the laboratory by the client. SanAir assumes no responsibility for the sampling procedure and will provide evaluation reports based solely on the sample and information provided by the client. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government. Samples are held for a period of 60 days.

For NY state samples, method EPA 600/M4-82-020 is performed.

Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
