About this file
This document is a Request for Information (RFI) response related to Solicitation W50S8K25QA003 for repairing Building 53's interior for interim occupancy. The RFI addresses four key clarification questions from potential contractors regarding project specifications, including payment bond requirements, fixture submittals, urinal specifications, and installation details. The government responses provide specific guidance on each query, such as confirming a 100% payment bond is required for contract awards exceeding $35,000, clarifying submittal procedures for fixtures, identifying the urinal manufacturer as American Standard, and definitively stating that urinals will only be installed in the men's restroom.
The solicitation is for a 45-calendar day construction project with an estimated budget of $60,000, covering interior finishes, restroom and plumbing work, and floor, wall, and ceiling repairs. The project is being conducted by the Missouri Army National Guard, with a construction value between $25,000 and $100,000. Site visit registrations were due by close of business on 25 April 2025, and the official solicitation and attachments are only available on SAM.gov, with the government emphasizing contractors' responsibility to check for amendments and ensure they are viewing the latest version of the notice.

# RFI Government Response
The solicitation indicates on page 20 that this project requires a payment bond totaling 100% of the contract price.
Can you please verify if this is true?
That is correct – the payment bond submitted after award needs to cover 100% of the contract price. A payment bond will be required if the award amount exceeds $35,000 (ref. Section L, Bonding Requirements, on page 37).
2 Are you requiring submittals for the fixtures?
The submittal clause, FAR 52.236-5, is in Section I, the AF66 Schedule of Material Submittals is in the SAM attachments, and the forms used (AF3000) with procedures are in the SOW General Requirements para. 10 (page 1).
3 Could you confirm the make/model of the current urinals?
The urinals make is American Standard. A model number could not be located. Pictures of the existing fixtures have been added to attachments. NOTE: Pictures are for informational purposes only and contractors are responsible for verifying all site conditions. If any contractor wants to schedule a follow-up site visit, please contact the POC on this notice.
We would like to request clarification regarding a possible discrepancy in the contract documents for solicitation W50S8K25QA003- LTUY252018 – Repair B53 Interior for Interim Occupancy, specifically concerning the installation of urinals in the restrooms.
In Division 09 – Finishes (Section 09 91 23), it states:
“Install new, toilet and toilet partition in each restroom and install new, two (2) urinals and urinal partitions in the men’s restroom.”
However, Division 22 – Plumbing (Section 22 42 00) includes the following:
“Install commercial grade, low flow, wall-mounted water closets (1.28 gpf) and wash-down urinals (0.5 gpf) with motion sensor in both restrooms.”
We kindly ask for confirmation on whether urinals are to be installed only in the men's restroom, as indicated in Division 09, or in both restrooms, as suggested in Division 22. Urinals will be in the men’s restroom only. Corrected SOW added to attachments.
