6Is there a hazardous environmental report for this project?Asbestos and lead report dated 2014 will be provided.
7In the SOW line item 2.b it indicates that the applicable salvaged items are to be abated prior to handing them over to the government…and if it can not be abated then it is to be disposed of as required per the regs. Who is to determine if it can be successfully abated? Is that determined by the labor involved on each item as an allowance? How are we to determine how much labor and cost is associated with each item to abate before its determined to not be worth it to salvage each individual item? How will each of the bid responses be evaluated on lowest price technically acceptable if it is unclear on what is determined as salvageable or unsalvageable before and or after abatement? No items with asbestos containing material will be salvaged. Salvaged items with lead based paint should be hand scraped so flaking paint is removed, but does not need fully remediated. Any questionable items will be identified to the COR immediately and the Government will determine if it shall be salvaged. The contractor will be responsible for estimating what is salvagable. Any item intact should be considered salvagable, i.e. if an item is immediately usable once removed and paint scraped off, it is considered salvagable.

Fill material shall be spread in uniform lifts not exceeding 8 inch max lift thickness.

One density test per lift, ensuring 95% Standard Proctor Test Compaction.

Testing should be conducted by an independent engineering firm.

16Could the government provide a list of approved suppliers of fill materials acceptable to the government?Combine with Line 7
17Is there a penalty if less than 80% of the masonry can be saved?80% is an estimate. A COR will be on-site to ensure due dilligence is made by the contractor when salvaging material.
18Is there a required percentage of compaction standard for the fill material, and are compaction test required? Are the electrical lines to be disconnected from building 42 above or below ground. The engineered fill will require compaction tests. Loose compaction is not acceptable. Must comply with AASHTO standard. Electrical lines are all located above ground. The material for fill shall be a soils or soils/rock mixture that is free from organic matter or other deleterious substances.

Fill material shall be spread in uniform lifts not exceeding 8 inch max lift thickness.
