b. Contractor shall prepare a demolition plan for the building and submit to Government for review / approval.

Plan shall include an assessment of salvageable elements of the building that have historic or cultural value that could potentially be reused by the Government. Examples include doors, door surrounds, banisters, light fixtures, original wood structural members, etc. Note that the demolition plan focus is on salvage and does not constitute a design process for demolition. Plan shall also address means of limestone block and masonry salvage, per paragraphs 2.g through 2.i below. If potentially salvageable items contain lead-based paint remediate before salvage. If the lead-based paint cannot be remediated, the items will not be salvaged and will be properly disposed of in accordance with state and federal regulations for these materials. No items with asbestos containing material will be salvaged. Salvaged items with lead based paint should be hand scraped so flaking paint is removed, but does not need fully removed. Any questionable items will be identified to the COR immediately and the Government will determine if it shall be salvaged. The contractor will be responsible for estimating what is salvageable. Any item intact should be considered salvageable, i.e. if an item is immediately usable once removed and paint scraped off, it is considered salvageable.

c. Contractor shall ensure correct usage of personal protective equipment (PPE), fall protection, and other safety measures as required at all times.

d. Abate all interior lead-based paint (LBP) and asbestos-containing materials (ACM) in accordance with State of Missouri and OSHA regulations. Material to be identified, inventoried/cataloged per source location, and disposed of per regulation. Disposal manifests must be maintained and tracked through acceptance by certified disposal location(s), and these manifests must be signed by 131 CES environmental personnel (Rachel Jackson or John Morrissey) before materials are shipped off-site.

e. B42, as an indoor firing range, is expected to contain significant amounts of expended lead rounds and possible other non-explosive ballistics. All such material must be collected according to approved methods and disposed of at authorized hazardous waste vendors with appropriate manifests. All manifests for hazardous materials must be signed by 131 CES environmental personnel (John Morrissey or Rachel Jackson) before materials are shipped off-site. Lead shall be handled IAW MDRN PUB 2045. If lead paint is scraped for salvage, the scrapings will be considered hazardous waste and will be disposed of as such.

f. Contractor shall back-fill basement area and install new 6” thick (above grade) 1/2-inch minus clean limestone gravel pad for placement of pallets of brick and block (see below). Backfill material to be Engineered Fill. Fill must be approved by the Base Civil Engineer. The material for Engineered Fill shall be a ML or SL soil that is less than 3% organic matter or other deleterious substances. Fill material shall be spread in uniform lifts not to exceed eight inch max lift thickness. One density test is required per lift, ensuring 95% Standard Proctor Test Compaction. Testing shall be conducted by an independent engineering firm. Gravel pad to be constructed above grade for positive drainage away from storage surface and shall include gravel driveway to road surface immediately to the south.

g. Contractor shall salvage, clean, and palletize all salvageable exterior bricks and limestone blocks and will place on backfilled building site (including new gravel pad) upon acceptance. Bricks will be used as mitigation effort(s) in cooperation with Missouri State Historic Preservation Officer (SHPO). Contractor shall make every reasonable effort to save intact as many exterior bricks as possible. Broken bricks shall not be saved.

h. Contractor shall remove mortar from bricks and limestone block surfaces and stack in a compact arrangement on wooden pallets. Salvageable bricks will be given to the 131 CES Project Manager and will not be kept by the Contractor. Pallets to be provided by Contractor.

i. Based on 11,000 square foot estimated total masonry wall surface, 80% estimated salvage rate, and using a 70 square foot (SF) per pallet planning factor, contractor shall return approximately 125 pallet of brick and multiple pallets of limestone block. The 80% salvage rate is an estimate. Contractor will coordinate with the 131 CES Project Manager to determine the anticipated salvage rate. All salvageable bricks will be saved and given to the 131 CES.

j. Contractor shall have a salvage goal of 100% of the large stone foundation blocks and palletize in a compact arrangement that the pallets can support. The basement is approximately 57’x36’. Contractor will coordinate with the 131 CES Project Manager if there are any problems with the salvage rate. All salvageable stones will be saved and given to the 131 CES.

k. Pallets may be temporarily stored approximately 170 feet to the west of building 42, but shall be placed on the footprint of the demolished building 42 after completion.

l. Contractor shall salvage other items, such as windows, doors, etc., that are identified in the demolition plan, and palletize them as well. s. Utilize material haul route as depicted in Figure 1, travel through east gate to the River Road. Do not utilize north or west gate unless given specific approval for extenuating circumstance from 131 CES.

t. Contractor may use nearby fire hydrant for dust suppression, however contractor must meter water usage and pay water provider directly. Coordinate with Base Civil Engineering Resource Advisor.

u. Contractor shall work coordinate with Dig-Rite directly to locate utilities around building 42.
