STATEMENT OF WORK

Prepared by: 131 CES/CEN, 22 August 2018

1. GENERAL REQUIREMENTS. Contractor will furnish and install labor, tools, materials, equipment, and supplies necessary to carefully demolish the old firing range, Building 42 (B42), Jefferson Barracks Air National Guard Station so that building materials can be salvaged and re-used for repair work on other buildings on the base, or be used as materials in a reconstruction of the building at another location. The Contractor shall become familiar with all details of the work, verify all dimensions in the field and specifications stated herein and shall advise the Contracting Officer of any discrepancy before performing the work. Period of Performance is 180 calendar days.

a. Work shall be accomplished only during regularly established Air National Guard duty hours. The government will furnish a copy of the current work schedule during the site visit. Work days are typically 9 hours long, but off days occur every 2 – 3 weeks and on a random basis.

b. All work shall be coordinated with the Civil Engineering Office’s Project Manager, John Matthews, (314) 527- 8226.

c. In addition to manufacturer’s warranties on equipment and supplies used in this project, all work shall be covered by a one year warranty on materials and workmanship, provided by the contractor upon completion of the project.

d. All materials to be utilized by the Contractor shall be submitted to the Contracting Officer or his official representative for approval in accordance with the AF Form 66, Schedule of Material Submittals. Allow sufficient review time so that installation will not be delayed as a result of the time required to process submittals, including time for re-submittals.

e. Any hazardous materials, chemicals, solvents, etc. used on this project must be listed on an inventory sheet and an appropriate Safety Data Sheet provided to the Base Environmental Office prior to use for approval.

f. A site visit will be scheduled by the Contracting Officer to assure the specifics of this project have been witnessed firsthand by all interested bidders. Subsequent visits may be set up through the Civil Engineering (CE) Office.

g. All Hazardous Waste Manifests must be signed by a Base Environmental Office representative before leaving the Installation. Contact for the Environmental Office is John Morrissey 314-527-8355.

h. Contractor must comply with all OPSEC (Operational Security) and AT (Anti-Terrorism) Requirements as stipulated by the project solicitation and during construction conferences.

2. PRINCIPLE ITEMS OF WORK

a. Demolish B42, including all structure, basement, and foundation below grade. Note that the building has not been used for many years and is likely not structurally sound. Contractor must account for structure as is in planning progression of demolition throughout the project.

b. Contractor shall prepare a demolition plan for the building and submit to Government for review / approval.

Plan shall include an assessment of salvageable elements of the building that have historic or cultural value that could potentially be reused by the Government. Examples include doors, door surrounds, banisters, light fixtures, original wood structural members, etc. Note that the demolition plan focus is on salvage and does not constitute a design process for demolition. Plan shall also address means of limestone block and masonry salvage, per paragraphs 2.g through 2.i below. If potentially salvageable items contain lead-based paint or ACM, the paint or ACM must be appropriately remediated, if possible, before salvage. If the lead-based paint or ACM cannot be remediated, the items will not be salvaged and will be properly disposed of in accordance with state and federal regulations for these materials.

c. Contractor shall ensure correct usage of personal protective equipment (PPE), fall protection, and other safety measures as required at all times.

d. Abate all interior lead-based paint (LBP) and asbestos-containing materials (ACM) in accordance with State of Missouri and OSHA regulations. Material to be identified, inventoried/cataloged per source location, and disposed of per regulation. Disposal manifests must be maintained and tracked through acceptance by certified disposal location(s), and these manifests must be signed by 131 CES environmental personnel (Rachel Jackson or John Morrissey) before materials are shipped off-site.

e. B42, as an indoor firing range, is expected to contain significant amounts of expended lead rounds and possible other non-explosive ballistics. All such material must be collected according to approved methods and disposed of at authorized hazardous waste vendors with appropriate manifests. All manifests for hazardous materials must be signed by 131 CES environmental personnel (John Morrissey or Rachel Jackson) before materials are shipped off-site.

f. Contractor shall back-fill basement area and install new 6” thick (above grade) 1/2-inch minus clean limestone gravel pad for placement of pallets of brick and block (see below). Backfill material to be ML- or CL-type soil with less than 5% bulk organic matter and shall be loosely compacted to prevent future settlement. Gravel pad to be constructed above grade for positive drainage away from storage surface and shall include gravel driveway to road surface immediately to the south.

g. Contractor shall salvage, clean, and palletize all salvageable exterior bricks and limestone blocks and will place on backfilled building site (including new gravel pad) upon acceptance. Bricks will be used as mitigation effort(s) in cooperation with Missouri State Historic Preservation Officer (SHPO). Contractor shall make every reasonable effort to save intact as many exterior bricks as possible. Broken bricks shall not be saved.

h. Contractor shall remove mortar from bricks and limestone block surfaces and stack in a compact arrangement on wooden pallets. Softer interior brick and any bricks containing or suspected of containing hazardous materials will not be saved. Salvageable bricks will be given to the 131 CES Project Manager and will not be kept by the Contractor. Pallets to be provided by Contractor.

i. Based on 11,000 square foot estimated total masonry wall surface, 80% estimated salvage rate, and using a 70 square foot (SF) per pallet planning factor, contractor shall return approximately 125 pallet of brick and multiple pallets of limestone block. The 80% salvage rate is a guesstimate. Contractor will coordinate with the 131 CES Project Manager to determine the anticipated salvage rate. All salvageable bricks will be saved and given to the 131 CES.

j. Contractor shall salvage other items, such as windows, doors, etc., that are identified in the demolition plan, and palletize them as well. Pallets of these items shall be shrink-wrapped to keep items from shifting in transit and will be moved to a nearby storage location determined by the government.

k. All non-hazardous debris shall be collected and removed.

l. Contractor shall mitigate dust and air contamination and surface runoff. Contract shall submit Air Quality Plan and Stormwater Pollution Prevention Plan and shall receive written approval from 131 CES prior to commencement of demolition.

m. Contractor shall install temporary construction fence around entire area, including on the north side of B42.

Contractor shall not penetrate or damage existing asphalt surface north of B42. Construction fence to be removed at conclusion of work.

n. Remove existing fence and gate at southwest corner of B42. Gate opening apparatus shall be demolished.

o. Contractor to cap all utilities and remove utility meters as necessary. Coordinate with Base Civil Engineer office and commercial utility providers as required (note: water lines are Government-owned).

p. Upon completion of demolition, construct new fence section – detail to match existing east-west fence – in place of northern end of B42. Currently, the fence runs to either corner of the north edge of B42 and this gap will need to be closed once the building is removed.

q. Utilize material haul route as depicted in Figure 1, travel through east gate to the River Road. Do not utilize north or west gate unless given specific approval for extenuating circumstance from 131 CES.
