About this file
This document contains a federal contract opportunity and related environmental file. The solicitation is for demolition of Building 42 at Jefferson Barracks in St. Louis, Missouri. The Missouri Air National Guard's 131st Bomb Wing is seeking a firm-fixed price contract to demolish the approximately 11,000 square foot masonry building. The magnitude of the project is between $250,000 and $500,000. Salvage of materials from the building is required so they can be reused to repair other historic buildings on base. The environmental file outlines requirements for hazardous waste manifests, abatement of asbestos and lead materials, use of clean fill from an approved source, and salvage of interior bricks. Proper handling and disposal of hazardous materials must follow State of Missouri and OSHA regulations.

Jefferson Barracks ANGB, St. Louis, Missouri Building 42 Demolition
Key Points From The Environmental & Cultural Resources Perspective
· Proper salvage of materials is very important.
· Hazardous waste manifests MUST be signed by either John Morrissey or Rachel Jackson prior to waste being shipped off the installation. No one else, including contractor personnel, is authorized to sign waste manifests for 131 Bomb Wing.
· Abatement / disposal of asbestos-containing materials, materials painted with lead-based paint, expended lead rounds, and/or ballistics must be accomplished in accordance with State of Missouri and OSHA regulations.
Not Specified in the SOW, But Required by the State Historic Preservation Office
· Clean fill from a State Historic Preservation Office (SHPO)-approved source must be used. Recommend contractor submit multiple options for approval as past experience has shown that not all sources will be approved, or have adequate fill available.
Not Specified in the SOW, But Allowable
· Any interior bricks that can easily be salvaged (for example, ones that have little to no mortar on them) can also be salvaged. Palletize and mark the bricks as “interior bricks” and keep them separate from the exterior bricks.
