STATEMENT OF WORK
STATEMENT OF WORK
Project Number VBDZ202100
Replace Building 12 Roof
I. CONTRACTOR RESPONSIBILITIES:
The Contractor shall provide all construction services and materials for demolition and construction of a new roof on Building 12.
II. PROJECT DESCRIPTION:
Building 12 has a low slope, ethylene polypropylene diene monomer (EPDM) membrane roof that is in need of replacement. The roof is divided into five different roof sections as shown in Attachment A with a total area of approximately 6,350 SF. The breakdown of each area is also shown in Attachment A:
Roof Section #1 = +/- 1,393 SF Roof Section #2 = +/- 2,094 SF Roof Section #3 = +/- 672 SF Roof Section #4 = +/- 2,119 SF Roof Section #5 = +/-54 SF
+/- 6,332 SF
All roof area measurements are approximate, and are to be field verified by the contractor during the site visit, prior to offering a price estimate. Roof Sections #1 and #2 have a concrete deck, and Sections #3 and #4 have a steel deck. Roof Section #5 is a small vestibule area before the building entrance.
Building 12 also has two roof levels (elevations). The lower level consists of Roof Sections #1 and #3, while the upper roof consists of Roof Sections #2 and #4. Although a building ladder exists to access Level #1, a step ladder is required to reach level #2.
Asbestos Survey: An asbestos survey was also completed and samples indicate there is asbestos containing material (ACM) within the tar above the steel decking on Roof Sections #3 and #4. Complete asbestos report is included as Attachment B. No asbestos disturbance is expected to occur as a result of this work, however a separate optional bid line item is requested from all contractors should there be a situation that requires asbestos abatement. The base statement of work requires the insulation on Roof Sections #3 and #4 to be reused, and shaped to provide proper slope and drainage to roof drains without causing any pooling on the new EPDM surface. If discovered that some of the existing insulation on Roof Sections #3 and/or #4 is damaged and requires replacement, then proper NYS asbestos abatement procedures, sampling and air monitoring would be required. A price per square foot of insulation replacement is requested for ACM Roof Sections #3 and #4 should this need arise, however it would be considered an additional cost, if required. The unit pricing provided should include not only removal and replacement of damaged insulation, but all asbestos removal, handling, and disposal related costs as well. The asbestos is located below the insulation on Roof Sections #3 and #4, and the project intent is to keep existing insulation for these two sections in place, and to reuse the existing insulation in these two sections only.
The scope of work for this project is divided into multiple sections described below. Photos of existing conditions are included in Attachment C.
A. Roof Sections #1 and #2 (Concrete Deck – No ACM Present):
1. EXISTING ROOF SYSTEM REMOVAL: Removal and disposal of existing roof membrane and insulation down to concrete deck and replace with entire new roof system. New roof system is to consist of the following materials: new vapor barrier, new tapered polyisocyanurate insulation (R30 rating), wood blocking as required and new non-reinforced 60 ml ethylene polypropylene diene monomer (EPDM) membrane as specified below.
2. CONCRETE DECK PREPARATION: Inspect concrete deck for areas that may need repair. All joints shall be caulked or grouted. Dry any areas of concrete that may be wet. Concrete deck surface to be free of dirt and debris, clean and dry. Confirm roof penetrations are all sealed appropriately.
Repair any gaps, cracks, or holes observed.
3. CONTRACT OFFICER REPRESENTATIVE (COR) NOTIFICATION: Notify COR upon removal of existing roof. Inspection of the concrete deck to occur by the COR, and technical CE representative, prior to the start of new installation. COR may perform other inspections throughout process.
4. CONCRETE SURFACE PREPARATION: Prime existing concrete deck with asphalt based roof primer according to manufacturer’s instructions.
5. VAPOR BARRIER INSTALLATION: Install new torch applied SBS modified asphalt vapor barrier directly to concrete deck. Other vapor barrier systems will be considered for approval, but must be submitted for approval prior to purchase and installation.
6. INSULATION: Install two layers of polyisocyanurate tapered insulation (R-30 insulating value is required) in low-rise foam insulation adhesive. Provide a minimum of ¼:12 slope for proper drainage.
7. COVER BOARD: Install a ½” glass mat gypsum roof board (pre-primed) in low-rise foam insulation adhesive. Note that Roof Sections #1 and #2 are subject to high winds and uplift scenarios. Alternate recommendations for cover board material will be considered, however must be submitted for approval and acceptance by the COR.
8. WOOD BLOCKING: Furnish and install pressure treated wood blocking to equal new height at roof edge as required.
9. SINGLE-PLY ROOF MEMBRANE: Install a fully adhered, non-reinforced 60 mil EPDM (black) sheet. Installation to include a layer of contact adhesive to substrate and the sheet. All lap seams shall be fabricated with 6” seam tape and stripped-in with self-adhering, semi-cured EPDM cover strips.
10. METAL EDGE: Install new pre-fabricated metal edge and fascia to meet wind uplift calculations.
Materials to be certified by ANSI/SPRI ES-1. Color to match existing, and to be preapproved by
COR.
B. Roof Sections #3 and #4 (Steel Deck – ACM Present Beneath the Insulation):
1. REMOVAL OF EXISTING MEMBRANE: Carefully remove and dispose of existing roof membrane, leaving existing insulation in place.
2. INSULATION INSPECTION/SHAPING: Inspect existing insulation to determine if any water damage is present. Infill and replace any existing insulation, but do not disturb bottom layer due to ACM. Shape insulation around roof drains of Roof Section #3 to promote proper slope to roof drains and eliminate pooling of water. If necessary, build up perimeter with tapered insulation to help move water towards drains.
3. COVER BOARD: Install a ½” glass mat gypsum roof board (preprimed) in low-rise foam insulation adhesive.
4. WOOD BLOCKING: Furnish and install pressure treated wood blocking around perimeter to equal new insulation height at roof edge as required.
6. Install new pre-fabricated metal edge and fascia to meet wind uplift calculations required by ANSI/SPRI ES-1. Color to match existing and to be pre-approved by COR.
C. Roof Section #5 (Vestibule Area):
1. REMOVAL OF EXISTING MEMBRANE: Carefully remove and dispose of existing roof membrane, leaving existing insulation in place.
2. INSULATION INSPECTION/SHAPING: Inspect existing insulation to determine if any water damage is present. Infill and replace any existing insulation.
3. COVER BOARD: Install a ½” glass mat gypsum roof board (preprimed) in low-rise foam insulation adhesive.
5. Install new pre-fabricated metal edge and facia to meet wind uplift calculations required by ANSI/SPRI ES-1. Color to match existing and to be pre-approved by COR.
D. Metal Flashing and Edge Treatment (Entire Roof Perimeter):
1. Project also includes contractor removal and replacement of color coordinated flashing to match surrounding buildings. Please see photos in Attachment C.
2. High winds are prevalent along the side of Roof sections #1 and #2. It is apparent that the existing insulation has shifted in this area of the roof. All edges should be a prefabricated metal edge components certified by ANSI/SPRI ES-1 in order to accommodate wind uplift requirements.
3. In addition to building perimeter and edges, a termination strip will be required where Roof Section #1 and #3 meet the EIFS wall.
E. HVAC:
1. Contractor is responsible for disconnection of all HVAC units on Roof Section #1. HVAC units are to be properly recovered and carefully stored for reinstallation at the end of the project. HVAC units to be reattached to identical existing line sets at the end of the project. Housekeeping pads to be purchased by contractor to set units upon at the point of reinstallation onto new roof. See photos in Attachment C.
F. ROOF PENETRATIONS:
1. Confirm all roof penetrations are properly sealed, with no gaps. If gaps exist, Contractor to repair.
See Photos in Attachment C for examples.
G. ROOF DRAINS AND COVERS:
1. Existing drains should be able to be reused. Drain covers/caps are damaged in some locations and should be replaced with new. Slope of surrounding roofing insulation and materials is to promote water passage to drain without visible pooling. See Photos in Attachment C.
A. VENT ABANDONMENT/EIFS REPAIR:
1. One existing vent shown in Photo 7 of Attachment C is to be removed. EIFS is to be repaired/patched, and then painted to match.
