About this file
This is a Questions and Answers document for solicitation W50S8H-26-Q-0016, issued by the Department of the Army New York Army National Guard for High-Performance Optimization Services. The Q&A clarifies key details regarding the scope and deliverables of the acquisition.
The document addresses seven questions pertaining to contract line item invoicing, user capacity requirements, staffing qualifications, and service delivery methodology. Key clarifications include: the "12 Each" line item refers to monthly invoicing and payment over a 12-month period of performance rather than individual units or licenses; the application must support 107 Drill Status Guardsmen users; resumes are not required from offerors; Special Warfare Mission Support personnel receive care from both the Physical Therapist and Strength Conditioning Specialist as clinically needed; and the Physical Therapist will provide a Memorandum for Record detailing service member office visits rather than directly inputting data into the Armed Forces Health Longitudinal Technology Application. The Physical Therapist will instead provide documentation for service members to upload into the My Military Health System Genesis portal. These clarifications were incorporated into the Performance Work Statement through a solicitation amendment issued on June 29, 2026.

High Performance Optimization (HPO) Q&A W50S8H-26-Q-0016 Q1. The line item is listed as "12 Each." Does each unit represent one month of application service across the 12-month period of performance, or one individual user/license?
A1. The 12 Each is referring to the app being invoiced for and paid out over a 12 month period of performance.
Q2. What is the estimated number of Drill Status Guardsmen (DSG) the application is expected to serve, so that offerors can price the application accurately?
A2. There are 107 unit members to be supported by the HPO program.
Q3. Are resumes required?
A3. Resumes are not required.
Q4. What is the estimated number of Drill Status Guardsmen (DSG) the application is expected to serve, so that offerors can price the application accurately?
Q4. The app will need to support a total of 107 users.
Q5. Do the Special Warfare Mission Support (SWMS) personnel receive support from the Physical Therapist (PT), the Strength Conditioning Specialist (SCS), or both?
A5. The SWMS can be seen and provided care by both the PT & SCS as needed.
Q6. The last paragraph in section 5.1 requires the PT to input service member office visit information into the Armed Forces Health Longitudinal Technology Application. Is there an associated cost with this?
Q7. This paragraph has been amended to reflect the PT will instead provide a Memorandum for Record (MFR) to the service member detailing their office visit. The service member will themselves upload that MFR into the My Military Health System Genesis (My MHS Genesis).
