About this file
This document is a contractual clauses and terms file for federal solicitation W50S8H26Q0016, containing incorporated clauses by reference and full-text clauses governing contract performance and administration.
The solicitation establishes a total small business set-aside contract with key compliance requirements including safeguarding covered defense information, anti-terrorism awareness training, prohibition on covered defense telecommunications equipment from specified countries, and employment-related obligations such as service contract labor standards and paid sick leave requirements. Payment processing occurs through the Wide Area WorkFlow (WAWF) system using specified Department of Defense Activity Address Codes (DoDAACs), with routing data directing payments to F877000 and administration to W50S8H, inspection to F8K1FG, and service acceptance to F8K1FG. The contract permits option extensions up to six months under FAR 52.217-8 and up to 24 months total duration under FAR 52.217-9, with preliminary notice required 60 days before expiration. Evaluation factors prioritize technically acceptable quotes conforming to the Performance Work Statement, past performance documented in CPARS or PPQ, and price, weighted approximately equally. The contract applies limitations on subcontracting requiring contractors to perform at least 50 percent of service work and 50 percent of supply work with similarly situated small business entities, with 40 percent minimum performance by small business protégés or 8(a) participants in joint ventures. Contractor identification requires provision of Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), Commercial and Government Entity (CAGE) code, and ownership information for immediate owners, highest-level owners, and predecessors holding federal contracts within three years.
