About this file
This is a Project Specifications and Statement of Work document for energy repairs and upgrades to Building 200 at Stewart Air National Guard Base in Newburgh, New York. The project involves renovating the building envelope to support eight PAA C-17 aircraft and their support systems through installation of energy-efficient components including replacement of overhead coiling doors, transom windows in shop areas, ribbon windows in administrative areas, removal and capping of existing skylights, and installation of thermostatically controlled natural-gas-fired infrared radiant heating systems. The work is divided into multiple specification sections covering demolition, rough carpentry, board and block insulation, EPDM roofing, flashing, sheet metal, HVAC systems, and electrical distribution.
The contractor must complete all work within a 180-calendar-day period from the Notice to Proceed, with site access limited to 7:00 AM to 4:00 PM Monday through Friday. Key requirements include submitting a project schedule within five days of NTP, obtaining all required permits and base passes for personnel within two weeks of badging request submission, and maintaining the building as occupied during construction with coordination required among the contracting officer, building occupants, and contractor. The contractor assumes responsibility for field verification of all conditions and measurements, disposal of hazardous and non-hazardous waste with 60 percent diversion rate compliance, and provision of a one-year warranty on all materials and labor. Critical submittals include a demolition plan, material submittals with AF Form 3000, progress reports, mechanical testing and balancing reports, red-line drawings, and waste diversion documentation, all due within specified timeframes. The project includes government-furnished access to the site and basic documentation, with the contractor responsible for all labor, materials, equipment, supervision, and temporary utility services during construction.

STATEMENT OF WORK
The installation requires adequately sized and appropriately configured facilities in good repair to support eight PAA C-17 aircraft and their support systems. Specifically, the facility requires an energy-efficient building envelope that retains both heat and air conditioning, which will improve both operation and efficiency.
Perform multiple improvements to the building envelope to improve efficiency and enhance energy conservation. Replace roll-up doors, windows, and skylights to energy-efficient. Install radiant ceiling mount heating systems in shop bays.
