EVALUATION AND BASIS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Price

2. Technical Capability

Offeror's must provide a price for all Contract Line Item Numbers (CLINs) specified in this solicitation. The Government will conduct a price analysis to ensure that the proposed prices are reasonable, complete, and realistic. Prices found to be unreasonable or unrealistic may be grounds for rejection of the quote.

The Technical Capability factor consists of two sub-factors: Past Experience and the Project Schedule (Gantt Chart). These will be evaluated on a pass/fail basis using the following ratings:

Rating Definition

Acceptable - The quote clearly meets the minimum requirements of the solicitation. The offeror demonstrates recent and relevant experience and a realistic schedule that ensures timely completion.

Unacceptable - The quote fails to meet the minimum requirements. The offeror lacks sufficient experience or the provided Gantt chart is unrealistic, incomplete, or fails to meet the deadline.

Failure to provide all of the above information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that conforms to the requirements of the Statement of Work and meets or exceeds the acceptability standards for all non-cost factors.
