About this file
This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a federal military installation gate house canopy and drainage infrastructure project.
The document addresses seven key questions regarding project execution requirements. For canopy fascia systems, ACM (Aluminum Composite Material) is acceptable if it resembles standing seam roof panels, with materials meeting design criteria and appearance matching existing infrastructure per UFC 3-120-01 standards. Canopy coloring must closely match the existing gate house color scheme using earth-tone palettes with consistent exterior finishes. Traffic lane operations require at least one inbound lane open at all times during construction; both outbound lanes may close simultaneously with base operators using an inbound lane for egress. The commercial vehicle inspection lane may serve as an alternate inbound lane on non-drill weekends only. Off-hours work including nighttime and weekend operations may be approved post-award and is preferrable for activities requiring major lane closures, pavement work, or crane operations. Contractor staging and laydown areas will be determined post-award, with contractor responsibility for supervisory trailers and associated water/electrical utilities. Regarding guardrail and fence protection on the east side of the guard house, existing structures should remain in place to the greatest extent possible; temporary removal or alteration must be completed before project closeout with coordination for temporary protection measures determined post-award. Electrical conduit routing should follow Drawing E-101 specifications, routing from canopy lights/cameras under the roof structure, within canopy columns, then below pavement with stub-up at the existing gate house. Column placement on the outbound lane side requires concrete sidewalk extension into the outbound lanes, resulting in an accepted reduction in lane width to 10 feet 7 inches each (21 feet 2 inches total).

1) As discussed during the site visit, please confirm preference for the canopy fascia system and finish requirements intended to match the existing guard shack color and architectural appearance. Specifically, please advise whether the fascia is intended to utilize standing seam roof panels to match the guard shack, or if an ACM (Aluminum Composite Material) fascia system would be acceptable as an approved equal. Please also provide the required color and finish details for the canopy system?
If ACM looks like standing seam roof panels, it will be accepted. Materials should meet design criteria and appearance should match or closely match features of existing infrastructure. See UFC 3-120-01.
The canopy coloring should closely match the existing gate house color scheme. From the UFC 3-120-01:
• Samples for Initial Selection: Manufacturer's color charts consisting of strips of cured paint showing the full range of colors available for each product exposed to view, including color swatches of exposed building material, to include roofing, roof flashing, exposed support beams, and signage.
• Provide consistent and compatible colors for every exterior building feature, including walls, roofs, doors, windows, gutters, downspouts, utility and mechanical elements, and other visible elements.
• For new facilities, design generally maintain consistency and visual unity in the character of the adjacent buildings through compatible architectural features: repeated use of similar forms such as roofs, and through recurring elements such as doors, windows, materials, and colors.
• Provide a palette of earth-tone colors related to the native landscape in brick, block, stucco, and powder-coated metals.
• Exterior sign color standards: A consistent dark background should be used for standard installation and gate identification signs, with light text to provide sufficient contrast, to meet all visibility and required legibility objectives.
2) Please advise the minimum number of inbound and outbound lanes required to remain operational during construction activities. Additionally, please confirm whether the existing truck inspection lane may be temporarily utilized for maintaining traffic flow during phased construction operations.
Drawings note that storm infrastructure installation shall be completed “in stages to ensure continuous operation of inbound and outbound lanes.”
At least one inbound lane must be open at all times. With proper coordination, both outbound lanes can be closed at once and base operators will utilize an inbound lane for egress. Scheduling work which requires lane closure should make every attempt to be completed over non-drill weekends. The commercial vehicle lane can be used as an alternate inbound lane over non-drill weekends only. All lanes must be free of debris and any openings which cannot be filled by the next business day must be covered with steel plates.
3) Please confirm whether construction activities may occur outside the indicated normal working hours of 7:00 AM – 4:00 PM, including nighttime or weekend work. Specifically, please advise whether off-hours work will be permitted for activities requiring major lane closures, traffic disruptions, pavement work, crane operations, or canopy erection/installation.
Off work hours may be approved post-award and may be preferrable when discussing lane closure timelines.
4) Please identify any designated staging and laydown areas available for contractor use during the project duration. Contractor requests authorization for placement of a secured connex/storage container on-site for tools, materials, and equipment?
A trailer for supervisory staff and all water/electrical needs associated are the responsibility of the contractor.
Trailer location near the job-site will be determined post-award.
5) Please confirm whether the existing guardrail systems on the East side of the guard house may be temporarily removed, disturbed, or modified as required for drainage installation activities including excavation, piping, trenching, backfilling, paving, and restoration work. If permitted, please clarify restoration requirements and whether temporary protection measures will be required?
To the greatest extent possible, the guardrail should remain in place and any trenching or equipment movement should be executed around the existing structure. Same goes for any fences that may be in the way throughout the life of the project. Temporary removal/alteration of existing rails and fences must be rectified before project closeout. Coordination for temporary protection measures will be determined post-award
6) Please provide additional detail regarding the required conduit routing between the proposed canopy and the existing guard shack/control box (Drawing reference E-101- see attached). Specifically, please clarify whether the conduit run is intended to be:
Underground below pavement/grade, or
Surface/overhead mounted beneath the canopy roof structure
If available, please provide additional details, sketches, or typical installation requirements for the electrical routing associated with the canopy system.
Conduit run should be executed as specified in the drawings (E-101, KEYED NOTES – ELECTRICAL AND COMMUNICATIONS). It should trail from the lights/camaras under the canopy roof structure, then within the canopy column, then below pavement with a stub-up at existing gate house.
7) Please clarify the placement of the columns on the ‘outbound lane’ side of the overhang?
The design stipulates that the concrete sidewalk be extended into the outbound lanes in order to place the steel supports far enough away from the gate house that no alterations need to be made to existing infrastructure. We (the customer) are aware of and accept the decrease in lane width to 10 feet 7 inches each (21 feet, 2 inches total).
