About this file

The document is a Request for Information (RFI) providing clarification on two specific questions related to a Medium Voltage Electrical Distribution System Maintenance contract. The first question addresses the "Number of Hours" column in the PMTL section, which is explained as an estimated time for a craftsman to complete each task, with actual field times potentially varying. The second question confirms the scope of preventive maintenance for switchgear devices.

A revised Performance Work Statement details the switchgear preventive maintenance requirements, which include opening and cleaning each switchgear cabinet, recommissioning in accordance with Eaton manufacturer requirements, completing a full recommissioning of the Eaton switch house, and testing various components such as breakers, insulators, CTs/PTs, and relays. The contractor must also coordinate all work with the local utility company (Central Hudson) that provides power to the main switchgear, and provide proof of coordination with Eaton regarding recommissioning requirements at the time of offer.

Text version

1. In the PMTL section, could you please explain the meaning of the "Number of Hours" column?

This is only an estimate of the amount of time it should take a craftsman to complete each task. Actual times may vary once in the field performing the work.

2. For the Switchgear PM, does the scope include preventive maintenance for all devices associated with the switchgear (e.g., PTs, CTs, CPTs, relays, etc.)?

A revised Performance Work Statement has been posted to provide additional details for the PM on the electrical switchgear under paragraph 5.1.1:

o The contractor shall open each switchgear cabinet, clean and re-commission in accordance with manufacturer (Eaton) requirements. Contractor shall provide proof of coordination with Eaton regarding recommissioning requirements at time of offer.

o The contractor shall complete a full recommissioning of Eaton switch house including testing/maintaining breakers, test insulators, test CTs/PTs, test relays, and confirm relay settings.

o All work shall be coordinated with the local utility company (Central Hudson) providing power to the main switchgear.
