Mezzanine Repair RFIs - Questions and Answers
This document is a Request for Information (RFI) response containing ten questions and answers addressing site conditions, work requirements, and administrative procedures for a mezzanine repair project. The RFI clarifies structural dimensions, equipment staging, work sequencing, inspections, and facility access parameters to enable contractors to develop accurate proposals and work plans.
Key technical clarifications include confirmation that the mezzanine height measures 20 feet with a 2-inch tolerance in all locations, enabling contractors to select appropriate elevated work platforms for overhead welding operations. The government will remove all equipment below the mezzanine prior to work commencement and will clear the area for contractor material staging during business hours only. Contractors must provide their own Certified Welding Inspector to conduct final structural weld inspections per AWS D1.1 standards. The government retains responsibility for updating facility record drawings and does not require contractor-provided as-built documentation. Standard work hours are defined as 0600-1530 Monday through Friday, with after-hours access requiring 72-hour advance notice to the Contracting Officer's Representative. Contractors may coordinate parking of service trucks at the adjacent roll-up door overhead entry for weld power supply delivery. The contractor must coordinate hot work permits directly with Pease Fire Emergency Services Department and arrange fire watch or fire detail as required by that department. The government will not provide accountability for contractor decisions based on the site visit photographs provided, though site attendance is highly encouraged. Three structural beams will be installed against the mezzanine slab with adequate clearance (12-15 inches minimum) from existing electrical conduit to avoid interference.

No. Question RESPONSES
Mezzanine Height Confirmation: We would like to confirm that the height to the bottom of the mezzanine slab from the finished floor below is exactly 20' 4-1/2". (Confirming this dimension allows us to finalize the correct elevated work platforms required for the overhead welding).
The distance is (within 2 inches in all locations) with a 20' floor to mezzanine under slab height
Lift Equipment and Spatial Restrictions: Could you confirm if the area directly beneath the mezzanine provides sufficient clear floor space to safely stage and operate this necessary lift equipment (such as a scissor lift or single-man lift)?
See photos. The government cannot confirm that the contractor supplied lift will fit, as it is up to the contractor to select a lift that will function within the space.
Access Below the Work Area: Are there any narrow access points, existing machinery, or sensitive equipment below the work zone that would restrict equipment placement or require specialized fire blankets/relocation during our hot work and grinding operations?
All government equipment below the mezzanine will be removed prior to work starting.
Welding Inspection Requirements: Could you please clarify if the final structural welds must be inspected by an independent Certified Welding Inspector (CWI) provided by the contractor, or if the government will provide the required AWS D1.1 inspections and sign-offs? A Certified Welding Inspector shall be provided by the contractor
As-Built / Engineered Prints: Will the contractor be required to provide updated engineered drawings/as-builts upon project completion, or will the government handle the updates to the facility's record drawings?
The government will update construction drawings as needed.
Contractor is not required to provide as-built drawings.
Will any images of the work area be provided?
See attached photos. attendance at the site visit is highly encouraged but not mandatory. Photos are provided as additional reference but the government will not be held accountable for any decisions the contractor makes based on these photos.
Please confirm the hours contractor will be able to access the workspace?
Normal project work hours are defined as 0600-1530, Monday through Friday. Work needing to be performed outside this timeframe can be requested to the COR no less than 72 hours prior.
Please confirm if contractor will be allowed to park a service truck outside the overhead door during working hours to supply weld power to the workspace.
Yes, this can be coordinated with the COR when scheduling the installation.
Who is responsible for disabling the smoke detectors, fire eyes and fire suppression system? If contractor, is there a preferred vendor/ department to coordinate with?
The contractor is not required to disable the fire alarm system.
Specific procedures will be discussed when receiving the hot work permit from the Fire Department.
Is there a hot work permit requirement from the Pease Fire Emergency Services Department? Does the department require a fire fighter detail for hot work or is an NFPA Hot Work Safety Certified Fire Watch Acceptable?
The contractor will coordinate the hot work permit through the Pease Fire Emergency Services Department. If a fire detail is deemed required, it can be schedules at that time.
MEZZANINE REPAIR RFIs
Mezzanine area to be reinforced:
- Area under mezzanine will be cleared of all govt equipment prior to work starting
- Contractor will be able to use adjacent roll-up door for access
- Contractor can store materials and equipment under mezzanine for the duration of the work (after-hours access will not be authorized)
Approximate location of 3 beams:
- The beams will sit against the slab (these are just lines drawn onto a photo)
- Although not clearly illustrated, the conduit is approximately 12 to 15 inches below where the new beams will be installed and will not interfere.
