About this file

This is a Statement of Work (SOW) governing the delivery and installation of a steel substructure for a mechanical mezzanine at Building 254. The project addresses an existing structural capacity issue caused by a circulator pump and hydro-pneumatic tank that exceed the design capacity of the mezzanine slab. The contractor must install three C6x8.2 channel steel beams beneath the equipment housekeeping slab to provide under-slab support, with the first beam positioned directly below the hydro-pneumatic tank center and the remaining two offset two feet on center. All new beams will be welded to existing 24WF94 and 10WF25 wide flange members per details specified in Attachment 1, Section #1, and all work must conform to AWS D1.1:2025 standards.

The contractor is responsible for furnishing all management, labor, materials, equipment, and supervision required to complete the work. Key tasks include determining exact member locations, validating measurements for fabrication, installing the three C-channel beams through welding with proper fitment and leveling, surface preparation including paint clearing and prep, shimming gaps between channels and slab, and coating all surfaces to match existing finishes. Work hours are restricted to 0600-1530 Monday through Friday, with any work outside these hours or on federal holidays requiring written COR approval 72 hours in advance. The contractor must submit badging and base access documentation and hot work permit documentation to the Pease Fire Department within 10 days of contract award. The Government will provide utilities as available at the worksite; the contractor must provide any equipment-specific utilities not present on site. All work must comply with applicable structural and welding standards.

Part 1: The Work

This part of the Statement of Work (SOW) defines the project-specific scope and technical requirements.

1.0 Scope of Work

This SOW governs the performance of work associated with the delivery and installation of of the steel substructure of the mechanical mezzanine located at Building 254.

2.0 Background

The mezzanine of building 254 was repurposed as a mechanical space during a recent renovation. During construction, a circulator pump and hydro-pneumatic tank were installed and were later found to exceed the design capacity of the mezzanine slab. This project will add three (3) C-channel steel beams under the equipment housekeeping slab to reduce stress to the slab.

3.0 Existing Site Conditions

The area of concern of the mezzanine floor slab currently spans between an existing 24WF94 and a10WF25 beams at approximately 6’ 7” on center. On top of the mezzanine slab, the equipment of concern sits on a 7’ x 4’ x 6” concrete housekeeping pad.

3.1 Site operating hours & constraints:

• Normal project work hours are defined as 0600-1530, Monday through Friday.

• Work outside of these hours or on Federal holidays requires written approval from the COR submitted at least 72 hours in advance.

• The site will be closed, and no work is permitted, on all Federal holidays or Drill weekend.

3.2 Base Access & Badging. The contractor will be required to submit all necessary documentation for base access and badging within 10 days of contract award. Additional information will be required to specific site access.

4.0 Project Overview

Contractor will install under-slab support consisting of three (3) new C6x8.2 beams spanning the 24WF94 and 10WF25 members (as identified in the drawings). The first will be located directly below the center of the hydro-pneumatic tank and the others offset two feet (2) on center to support the remainder of the pad. The new beams will be welded to the existing members as detailed in Attachment 1, Section #1.

4.1 Special Requirements: The contractor will be required to obtain a hot work permit from the Pease Fire Department. The Government will provide the necessary application form upon contract award. The contractor must then return the form within 10 days of contract award to begin hot work approval process.

4.2 Utilities: The Government shall provide access to utilities as available at worksite. Any equipment specific utilities that do not exist in the worksite will be on the Contractor to provide.

5.0 Detailed Description of Work

The Contractor shall furnish all management, labor, materials, equipment, and supervision required to complete the work as described herein. which defines the minimum standard for materials, quality, and workmanship.

• Task 1: Provide all materials and equipment required to meet the objective of this contract. Fabrication of structural members and connections will be the responsibility of the contractor to ensure proper fit and finish.

• Description: Determine exact location that new structural members will be installed and validate all required measurements to have these members and their connections fabricated.

• Governing Standard: All work will conform to AWS D1.1:2025

• Task 2: Install three (3) C-channel steel beams under the equipment housekeeping slab by welding, as detailed in Attachment 1, to the existing Wide Flange beams.

• Description: Clear paint in the proximity of area to be welded and prep surfaces as required prior to welding. Ensure proper fitment (square, level, evenly spaced) and weld members in place to provide a clean, professional and structurally sound product. All C-channel members should be oriented in the same direction. Shim any gaps between the C-channel and the existing slab bottom face. Once installed, coat all surfaces to match existing.

• Governing Standard: All work will conform to AWS D1.1:2025
