Questions and Answers #1 Solicitation Number W50S87-21-B-5002
1. Question: CO approve building entry? Security badging or access for duration of project?
Answer: Contractor and subcontractor employees will receive a badge for the duration of the project.
2. Question: Temporary service for demo. What if we scheduled project work around office hours to avoid down time. Saving costs and reducing inconvenience to occupants.
Answer: Contractor work hours are listed in section 01000, paragraph 3 of the solicitation.
Requests for deviations from this schedule can be submitted by the contractor after award.
3. Question: See nothing identified on plans as salvage please provide a list clarifying equipment to be kept and location to be stored.
Answer: Per submittal schedule – 1.6 – contractor is to submit a salvage plan after contract award. The Government would determine at that time if any removed equipment will be kept and determine location, but does not intend on keeping any equipment at this time.
4. Question: Buildings requiring TAB may discover issues outside scope of this project for corrective action. Do you want a cost provided to address these issues?
Answer: Any issues discovered by TAB would be considered unforeseen conditions and would be evaluated on a case by case basis and handled via contract modification. Contractor to notify contracting officer immediately of any issues identified.
5. Question: Clarify the intent behind 1" thick insulation. Is insulation missing, is it known to be inadequate allowing condensate to form?
Answer: The contractor did not call out which spec sections or drawing he was referencing the 1” thick insulation. For any of the new units and connection to existing ductwork - casings, collars, it is in the scope to replace with the new unit 1” insulation or 2” insulation as required –
Example –
Spec section 23 00 00 2.12.1.1.e - Casing insulation that conforms to NFPA 90A. Insulate single-wall casing sections handling conditioned air with not less than 1 inch thick, 1-1/2 pound density coated fibrous glass material having a thermal conductivity not greater than 0.23 Btu/hr-sf-F. Insulate double-wall casing sections handling conditioned air with not less than 2 inches of the same insulation specified for single-wall casings. Foil-faced insulation is not an acceptable substitute for use with double wall casing. Seal double wall insulation completely by inner and outer panels.
Also – 99M004 – Detail 1 - 1 INCH SEMI-RIGID OUTDOOR INSULATION WITH VAPOR BARRIER needs to be replaced with new unit.
If this is referring to the ductwork insulation, then if there are insulation issues identified during the TAB, contractor is to verify all supply ductwork is insulated and advise contracting officer of any discrepancies or locations requiring insulation immediately.
