Project Overview
This project includes but is not limited to the replacement of all existing HVAC equipment dependent upon R-22 Freon base wide. Equipment to be replaced includes chillers, split systems, and package systems.
The existing smart meters and reporting system will be expanded to include 23 electrical and natural gas smart meters for the designated buildings.

Invitation for Bids Procedures Determination of Responsibility IMPORTANT: Refer to the solicitation and FAR Part 9 for details A bidder is determined to be responsible in accordance with FAR 9.104
After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.
To establish its responsibility, the apparent low bidder will be requested by the Government prior to award, to submit a statement/documents regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work.
