About this file
This is a Questions and Answers document for federal solicitation W50S8026QA004 regarding hotel lodging accommodations.
The government seeks high-quality hotel lodging and has identified examples including Margaritaville Cape Cod, Hampton Inn Buzzards Bay, and Iris Hotel Falmouth as reference properties. The requirement specifies that all attendees must stay at the same hotel, with no changes to check-in or check-out dates. Rooms must be held until 11:59 p.m. with no cancellations permitted; the government declined to adjust cancellation policies to 8 p.m. or standard 6 p.m. practices. The solicitation is a new requirement with no incumbent contractor. Any SAM.gov-registered small business may submit a bid, including third-party lodging providers that are not physical hotel properties, provided they submit as the prime contractor and fulfill requirements through a single qualifying hotel property while maintaining full responsibility for performance, coordination, and billing. The government will provide a tax exemption MFR to the awarded vendor. Contract awards will occur within 3-5 business days of the submission deadline. Room configurations beyond standard double-bed rooms are not acceptable, as blended room mixes would exhaust the allotted room numbers. The government prefers to contact only the prime contractor regardless of the underlying hotel arrangement.

7.) I am reviewing Solicitation W50S8026QA004 and had a quick clarification question regarding eligible offerors.
In the Questions & Answers document, there appears to be language indicating that any SAM.gov registered small business may submit a quote. However, I want to confirm how the Government intends to view offerors that are not the physical hotel property but can provide and manage lodging accommodations according to the PWS requirements.
Specifically, can a SAM-registered small business submit a quote as the prime contractor and fulfill the lodging requirement through a single qualifying hotel property (meeting all PWS criteria), while maintaining full responsibility for performance, coordination, and billing? You would still only need to contact us. We are a full service company that handles everything with a single hotel partner. There will be no third parties involved in the process.
We want to ensure our submission fully aligns with the Government’s expectations and intent for this requirement.
* A sam-registered small business can submit a quote as the Prime Contractor and fulfull the lodging requirement through a single qualifying hotel property.
