About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number W50S8025QA012, seeking Local Telecommunication Service (LTS) and Long Distance Services (LDS) for the Massachusetts Air National Guard 102nd Intelligence Wing. The solicitation requires a contractor to provide telecommunications infrastructure, including 2 SIP trunks converting to 4 PRIs, supporting 3,800 DIDs with an anticipated monthly usage of 370 local minutes, 7,600 long-distance minutes, and variable international minutes. The service will be delivered at 104 James A. Giammalvo Rd, Buzzards Bay, MA, with a performance start date of April 1st, 2025, and a 30-day cutover window after contract award.

Key technical specifications include using an Adtran 908 device, connecting through flex routers to a voice firewall/switch, and requiring coordination with the government's Avaya Call Manager for call handoff. The solicitation is a full and open competition under Simplified Acquisition Procedures, targeting small businesses in the Wired Telecommunications Carrier NAICS code (517111). Pricing will include flat-rate CONUS traffic and potentially billable international calls, with the government seeking a Firm Fixed Price purchase order. Potential vendors must be registered in the System for Award Management (SAM) to be eligible for award.

Q1. In the PWS, 5.1 you list the switch is install at Grate Falls Montana. Can you please provide the correct address?

A1. 104 James A. Giammalvo Rd, Buzzards Bay, MA 02542

Q2. In the PWS, 4.3.1 you have the acceptable time frame to complete the cutover is 30-days, but 1.3 period of performance listed the start date at 1-April-2025. Can the start date be adjusted to be 30-days after award?

A2. Yes.

Or, is a REAL Mobile provided CPE router connecting your Avaya CM on one end and our SIP Trunk on the other, the desired solution?
