About this file

The document is a Questions and Answers (Q&A) file for Solicitation W50S8025QA012 for Local Telecommunication Service (LTS) and Long Distance Services (LDS) for the Massachusetts Air National Guard 102nd Intelligence Wing. The solicitation seeks a telecommunications provider to replace existing communication infrastructure, specifically involving SIP trunks, PRI circuits, and voice routing. Key technical details include a requirement for 2 SIP trunks converting to 4 PRIs, utilizing an Adtran 908 device, and routing calls through an Avaya Call Manager. The installation will occur at 104 James A. Giammalvo Rd, Buzzards Bay, MA, with a planned start date of April 1, 2025, and a 30-day cutover period. The procurement is a full and open competition under Simplified Acquisition Procedures, targeting small businesses in the Wired Telecommunications Carrier NAICS code with a size standard of 1,500 employees.

The Q&A document reveals specific technical requirements and clarifications, including confirmation that the government needs SIP trunks converting to 4 PRIs routed through a voice firewall/switch, with potential international call billing. The government will provide an Avaya tech to assist with handoff during installation. The solicitation does not currently include E911 services, with a planned phone switch upgrade scheduled for FY26. Vendors must be registered in the System for Award Management (SAM) to be eligible, and the government intends to issue a single award Firm Fixed Price purchase order for the telecommunications services.

W50S8025QA012 Q & A

Q1. In the PWS, 5.1 you list the switch is install at Grate Falls Montana. Can you please provide the correct address?

A1. 104 James A. Giammalvo Rd, Buzzards Bay, MA 02542

Q2. In the PWS, 4.3.1 you have the acceptable time frame to complete the cutover is 30-days, but 1.3 period of performance listed the start date at 1-April-2025. Can the start date be adjusted to be 30-days after award?

A2. Yes.

Q3. In the PWS, 1.1 you state that the current service is SIP with and emulated TDM handoff. Is this a T1 or PRI circuit? How many T1 or PRI circuits are required? If this is for SIP trunks, how many call paths are you requesting?

A3. We have 2 SIP trunks that run through flex routers and into Adtrans that convert to 4 PRIs

Q4. In the Solicitation CLIN 0001 you have listed an Adtran 908. Is this the device that you are currently using to take the SIP dial tone and emulating the T1/PRI circuits with?

A4. Yes

Q5. The Adtran 908 can deliver 8-analog POTs lines, are you using any analog POTs lines, if so how many?

A5. We are using POTS but our Phone switch provides the Analog tone/connection.

Q6. What is the address of the demarcation location?

A6. 104 James A. Giammalvo Rd Buzzards Bay MA 02542

Q7. Would a solution whereby your calls are handed-off to our switch via an IP routing from your Avaya Call Manager be an acceptable solution? In this way there would be minimal changes to your existing arrangement. Simply put, your calls would route to our platform for outbound termination? Or, is a REAL Mobile provided CPE router connecting your Avaya CM on one end and our SIP Trunk on the other, the desired solution?

A7. No Q8. We would not be providing PRI lines. We would provide SIP for the call solution if second option above the the correct solution. Is this correct?

A8: We need SIP that converts to 4 PRIs that go into our voice firewall/switch Q9: Are you asking for a flat rate for International Calls, just CONUS traffic?

A9: International can be billed, CONUS flat rate Q: Confirm REAL Mobile how many ACTIVE phones are involved so we may price the e911 service.

A: Do not have E911 with our current setup. Awaiting new phone switch upgrade. FY26 Q: The install will require your Avaya Call Manager to handoff the call to our router at the demarc. Will you be providing your Avaya tech to assist?

A: YES
