About this file
This document is a Request for Information (RFI) #1 dated 12 August 2025 for Solicitation/RFQ #W50S7U-25-Q-A004/CES to Replace SFS Generator. The RFI addresses a specific technical question regarding generator emission requirements. The key clarification is that the new generator should comply with EPA Tier 3 emission requirements instead of the originally specified Tier 4 requirements. The generator is classified as an emergency standby unit, which exempts it from Tier 4 Standards. The contracting agency confirmed that a Tier 3 generator (such as the Caterpillar model D50 GC) would be acceptable, with the minimum requirement being Tier 3 Emission Requirements. An addendum dated 12 AUG 2025 with highlighted text in section 263213.14-Addenda1 provides additional details about the diesel engine generator specifications.

SOLICITATION/RFQ # W50S7U-25-Q-A004/CES Replace SFS Generator
REQUEST FOR INFORMATION (RFI) #1 12 August 2025
Q1. In the documents provided, there’s an example of a Caterpillar generator model D50 GC, which is only a Tier 3 engine. Currently, the only model that Generac makes that is Tier 4 is a mobile generator, which will not work in this application.
I also see that Section 263213.14 – Diesel Engine Generators, in the specifications, explicitly states that the engine exhaust emissions must “comply with EPA Tier 4 requirements.” I wanted to confirm if this information is correct and if Tier 4 is required for this project, or if a Tier 3 stationary unit is acceptable.
Generally, the EPA allows Tier 3 at 800 hours a year or less for standby units, while Tier 4 is considered prime power. Can you clarify if Tier 4 is mandatory for this project, or if a Tier 3 generator (like the D50 GC) would be accepted?
A1. Comply with “EPA Tier 3 requirements” in lieu of EPA Tier 4 requirements in
SECTION 263213.14 - DIESEL ENGINE GENERATORS specification provided, part 2.2
Performance Requirements, Para. E. Engine Exhaust Emissions. The NEW generator is classified as emergency standby, therefore, is exempt from Tier 4 Standards regarding emissions. NEW Generator should meet Tier 3 Emission Requirements at minimum. Refer to addendum dated 12 AUG 2025 with highlighted bold text titled 263213.14-Addenda1 - DIESEL
ENGINE GENERATORS.
