About this file
This document contains responses to questions from contractors regarding a federal solicitation for repair work at Building P-17 of the 183rd Civil Engineer Squadron. The solicitation seeks bids to repair the concrete repair facility, including removal of interior concrete slabs and asbestos abatement of roof and exterior caulk. Responses clarify that abatement is required for all roof panel seams, wall panel seams, louvers, exhaust fans, doors and windows. Drop cloths can be used for exterior roof abatement rather than negative pressure containment, and air monitoring is only required for interior abatement. The contracting agency is the Department of the Army National Guard.

DCFT 102008 – Repair CRF, Building 17 Pre-bid RFI’s
Industria Construction Services:
1. Per Survey prepared by Environmental Design International there is 12,750 SF of ACM roof caulk. Is abatement contractor responsible for tear off of all corrugated metal panels on roof?
The abatement contractor may remove the panels after ACM caulk has been abated.
However, panel removal may be performed by others once the regulated area has been released to the general contractor. Alternatively, abatement can be done at ground level. The ACM caulk is not friable; the abatement contractor may elect to abate the panels in this manner (in a regulated area). Alternatively, the abatement contractor may elect to dispose of all panels as asbestos-contaminated waste. – EDI
2. Are all corrugated metal roof panels considered to be asbestos containing material?
Only the seam sealants are considered asbestos-containing. Once abated, metal panels can be recycled. – EDI
3. Drawing HZ-002 lists entire exterior (walls, roof, etc.) as having suspect ACM caulk. Is abatement contractor responsible for removal of all exterior corrugated metal?
See response No. 1. – EDI
4. Asbestos abatement spec note 7 says work to be performed in negative pressure containment. Does this apply to exterior corrugated metal and caulk removal by abatement contractor?
Only interior abatement areas must be monitored. Exterior abatement may be abated using drop cloths and regulated areas, but air monitoring is not required. – EDI
5. Is abatement contractor responsible for hiring of 3rd party air monitoring, daily oversight, project design?
Yes, The general contractor or the abatement contractor must retain the third party air sampling professional. Abatement design and oversight is delegated to the contractor per the specifications. – EDI
6. Is abatement contractor responsible for providing daily oversight/air monitoring during exterior asbestos abatement?
Air monitoring is not required for exterior abatement. The general contractor or the abatement contractor must retain the third party oversight professional. – EDI
7. What is the proposed phasing of the project? Are all metal walls/roof with ACM caulk to be removed prior to other work beginning?
Project phasing is the responsibility of the general contractor. – EDI

19. The following is a Jib Crane RFI from Steve Roach with McLaughlin Hoist & Crane:
SECTION 145100 – JIB CRANE AND HOIST
B. Free Standing Jib Crane anchored to new concrete foundation:
1. Contractor Provide: Design, manufacturing, shipping, and installation of one (1) free standing, manually operated, jib crane with rotating boom assembly. Crane to include push trolley and (1) 2-ton hoist, electrification, festooning system, controls, and mounting hardware:
a. Jib boom rotation to be motor operated
2. Controls:
a. Primary point of control shall be via 2-button pushbutton station suspended from an independent C-Track festoon system running the length of the monorail, and shall be wired with removable connector plugs to allow for storage in clean area:
The above is conflicting information. If the hoist motion is motorized and the jib boom has motorized rotation, it changes quite a few things about controls. At least, we will need a 4-button pendant station.
My actual suggestion is different altogether. Have you considered wireless radio controls for these units? The most modern, convenient, and reasonably priced option is a wireless radio setup with a mounted receiver and hand-held remote. If we are building new cranes for our customers, we are using radios. It is less expensive than the controls and additional c-track and festooning for a dedicated pendant track on both the monorail and the jib crane in this project. Wireless radio control systems would be supplied with the control receiver and two hand-held transmitters, main and spare.
Does the jib rotation need to be motorized?
Do I have permission to use wireless radio controls as opposed to pendant controls for this project?
Please provide pendant style controls as specified. EJM/ILANG Please provide pendant style controls to operate the hoist lift and jib boom rotation.

20. Per Survey prepared by Environmental Design International there is 12,750 SF of ACM roof caulk, which is the same SF as the roof. Is there any ACM roof caulk other than around the perimeter of the roof? Is there caulk between the roof panels and if so, what is the lineal feet of this?
There is ACM roof caulk used throughout all roof panel seams. The estimated amount is 13,000 LF of roof caulk. Contractor is required by the specifications to field verify all quantities. – EDI
21. Drawing HZ-002 lists entire exterior (walls, roof, etc.) as having suspect ACM caulk. Are we to bid this project with removal of any ACM caulk other than at the roof line? If so at what locations?
All caulk on roof panel seams, wall panel seams, louvers, exhaust fans, and doors and windows and any other sealed openings are considered to be asbestos-containing and must be abated. – EDI
22. Asbestos abatement spec note 7 says work to be performed in negative pressure containment. Does this negative pressure containment relate only to the work on the inside of the building? Can drop cloths be used for the exterior roof abatement rather than the negative pressure containment?
The use of drop cloths and regulated areas is acceptable. Abatement design and oversight is delegated to the contractor per the specifications. – EDI
23. Is the 3rd party air monitoring, daily oversight, required for the interior and exterior abatement, or for the interior abatement only?
Interior abatement areas only must be monitored. Exterior abatement must be abated using regulated areas, but air monitoring is not required. – EDI
24. Drawing SD-101 shows the interior concrete to be removed and has the various sections at the wall. Can you tell us what the thickness is of the concrete?
Refer to Keynote #1 on Sheet S-001 for description of the existing slabs to be demolished.
The “Hanger” is the portion of the building between Grids B and D and Grids 1 and 5.
RMF/Hanson – EDI
25. On drawing AE-301 note A, there is a note instructing us to view the air barrier requirements in section 07 05 23 and 07 27 10.00 10. Where can we find these sections?
They are not in the specifications.
These specifications will not be required. The note will be revised in the forthcoming addendum to say “ACCORDING TO UFC 3.-101-01 PARAGRAPH 3-6.3, THE FACILITY
REQUIRES INSPECTION ONLY. CONTRACTOR SHALL NOTIFY CONTRACTING OFFICER WHEN
INSPECTION IS SCHEDULED.” This maintenance facility is not required to undergo testing, only inspection. – FSB
