About this file
This document contains questions and responses regarding a federal solicitation for repair work on Building P-17 at a Civil Engineering Squadron facility. The solicitation requests clarification on insulation and window requirements for the building, seeking confirmation of a total R-value of R-38 as indicated in the drawings rather than the lower R-30 specified. It also asks for confirmation of appropriate light transmission levels of 17% for fiberglass sandwich wall panels rather than the 0.17% listed in the specification. Prior projects using similar panels had U-factors of 0.23 and light transmission of 17%, which is provided as the basis of design. Dimensional details and framing requirements are also sought for the curtainwall system infilling an exterior wall opening between cast-in-place stem walls and insulated metal panels.

1. Specification Section 072100 indicates a 2 layer insulation system: 4” R-value of R-11, 8” R-value of R-19 for a total R-value of R-30. Drawing sheets A310 and A311 indicate an R-value of R-38. The specification appears to have an incorrect R-value for 4” insulation, has an R-value of R-13 and 8” insulation has an R-value of R-25 for a total of R-38. Please clarify what R-Value and insulation thickness is intended.
Please provide an R-value of R-38 as indicated in the drawings. EJM/ILANG
1. The Specification Section 084523 is calling for a 4” thermally broken wall system, but the listed U-factor of 0.53 would result in no insulation within the panel. They also list a light transmission of 0.17%, which I am assuming should read as 17%. That light transmission would be met with some insulation in the panel (U-factor of 0.11 and light transmission of 17%). No insulation would result in a light transmission of 40%. We believe this project should have insulation within the panel, but can the Govt. confirm the performance they are looking for? Also, the panels require an MCR Factor of 85, which would require insulation within the panel, but the windows have a U-factor of 0.35. Please confirm the requirements of the wall system and windows.
Light transmission should read 17%. Previous projects that have included these panels have had LT of 17% and U-factor of 0.23. Use this as basis of design and product will need to be submitted for approval during construction. EJM/ILANG
1. On the West elevation, the plans do not have jamb details for the curtainwall, but it appears the opening should be one complete opening measuring 60’ wide x 18’ tall, notched around the service door (14’ height), then notched around the overhead door (9’-2” height), then back to full height of 18’ tall. Is this correct? There are no dimensions, but the section cut appears to show support by others at the midspan and then one more maybe 4’ from the head. Please clarify requirements or provide additional details.
Please see S-101 for column locations at the infill and 2/S-301 for framing dimensions at the infilled wall. Coordinate fiberglass sandwich panels and glazing framing with these dimensions. The curtainwall infills the entire opening between the cast-in-place stem wall and insulated metal panels and is notched around the OH door, 100F, and door 100A. EJM/ILANG
