QUESTIONS AND ANSWERS

W50S7L-21-B-0001 Questions and Answers Q1. Can you confirm the static suction pressure these pumps will see?

A1. 52-55psi for static water pressure Q2. Can you confirm site voltage?

A2. 480 3-phase with transformers for power Q3. What are the on-site staffing requirements for this project (super, QC, safety, etc.). If multiple staff roles are required, can any be dual hat?

A3. Please see Specifications Section 01 00 00 for on site staffing requirements. Weekly project progress meetings will be held with the GC.

Q4. Keynote #17 on 3/A1.2 calls for new fire protection piping to be run through the wall on the right side of the south elevation. At the site visit we noted that this location houses a gas meter as well as other items. Is it expected that the gas meter and other items will need to be relocated? Is the contractor responsible for this work?

A4. Keynote #17 on A1.20 does not refer to this piping. Keynote #17 on A1.25 may be what is referred to. Fire protection drawings show this penetration as a Flushing Connection, it is not a pipe that comes up from the ground and penetrates the wall. It is a flange, and would be installed through the wall higher than the meter shown in photographs, with no conflict. It could potentially be moved to the west, to avoid the existing gas meter and other items. Coordinate requirements for this connection with equipment supplier to confirm.

Q5. On the north end of the building there is an existing bike rack. Is this bike rack to be relocated, salvaged to the owner, or demoed?

A5. The existing bike rack is to be relocated by the Owner when Contractor’s requests it to be relocated.

Q6. On the north end of the building there appears to be a fire PIV or other item protruding above grade. This item is not shown to be removed or relocated on the drawings, but appears to be in the way of the new staircase. Please advise.

A6. Please confirm that the item noted is not one of the two Monitor Heads noted as Keynote #15 on 1/A2.00. Existing B80 PIV/Keynote 15 is 4’ – 8” from wall of B321 and will clear the stairs.

Q7. Keynote #8/A3.00 calls for patching and repair of the existing masonry veneer (toothed in).

I only see note #8 at one location on the south elevation. Is this the only location that will require toothed in masonry veneer repair?

A7. This keynote applies at all new penetrations to the veneer that are large enough to require patching beyond mortar.

Q8. Is there a spec for the existing masonry veneer and grout so we are able to match it?

A8. No, Contractor will need to match the existing as closely as possible with new veneer and grout.

Q9. General Note #5 & Keynote #10,11 on F050 shows two PIV’s to be removed as a Bid Alternate. The bid form does not show any alternates. Please advise.

A9. The PIV Work defined as Bid Alternates is in included in the Project work. Please delete the words “Bid Alternate” in the drawings and specifications.

Q10. Keynote 4 on A2.00 states to paint the top surface of the existing metal decking before installation of new roof system. Is this to be a primer only?

A10. Per UFC, the following are the approved paints for painting the top surface of the roof deck:

•(IL) Rust-Oleum High Performance Epoxy 9100 System Coating, manufactured by Rust-Oleum, 11 Hawthorn Parkway, Vernon Hills, IL; (708) 367-7700.

•Rust-Inhibitive Steel Deck Coating: DTM Acrylic Primer/Finish manufactured by Sherwin Williams, 161 Greenwood Drive, Bridgeville, PA; (412) 247-2228.

•Amerlock 400 High Solids Epoxy Coating, mixed with equal amount Amerlock resin;

manufactured by Ameron Protective Coatings, 201 N. Berry Street, Brea, CA 92622; (714) 529- 1951.

•ZRC Cold Galvanizing Compound; manufactured by ZRC Products Company; 21 N. Newport Avenue, Quincy, MA; (617) 328-6700.

Q11. To the best of our knowledge, no one manufactures a 2,000 gpm at 90 psi electric fire pump that only requires a 125 HP electric motor. On November 15th, 2019 UL changed their listing requirements and the required motor size increased from 125 to 150 HP. This was a listing change that impacted every fire pump manufacturer. Please confirm that a 150 HP electric motor will be acceptable.

Also note that specification section 21 13 30, 2.3, A, 1 states “… Motor wattage horsepower shall be of sufficient size so that the nameplate wattage horsepower rating will not be exceeded throughout the entire published pump characteristic curve.” As such the standard 1.15 service factor cannot be utilized on a 125 HP motor.

A11. Due to the code change a 150hp is acceptable. In order to make a 150HP motor work electrically see Addendum #1 revised drawing page E3.00 and E4.00 for additional work to add a splice box, wye delta pump starter, and other items. Delete 125HP motor and change to 150 HP motors throughout the project specs and drawings.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

INSTRUCTIONS TO BIDDERS

1. Description of the Project: Replace roof, HVAC system, fire pumps, piping control system, lighting, paint interior and exterior items, maintain building generator, and provide site-work and pavements.

2. Instructions to Bidders:

2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) entitled W50S7L-21-B-0001 entitled Repair Fire Pumps, B321, Project Number JKSE 182404, at the Montana Air National Guard, Great Falls, MT.

2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.

2.3. This solicitation is set-aside 100% for small businesses.

4. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT:

4.1. A pre-bid conference will be conducted on 1 December 2020 at 10:00 AM Mountain Time for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at 120 AW/CES, Building 60, 2800 Airport Avenue B, Great Falls, MT 59404. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference.

4.2. Due to security conditions, all offerors must register to attend this conference and site visit. Email the following information for all attendees to Christina Hutchins; christina.hutchins.1@us.af.mil or Talon Urick;

4.3. This information must be provided in advance, 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.

4.4. Visitors will be required to present the following information upon arrival: (1) Vehicle Registration, (2)

Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.

4.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

4.6. A record of the conference shall be made and furnished to all prospective bidders via posting at http://www.fbo.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

5.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid.

5.5. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids.

5.6. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. Plans and specifications are locked on FBO and require Contractors to request explicit access from the Contracting Officer OR export controlled access through DLA. See complete instructions on FBO. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system.

5.6.1. Amendments, if/when issued will be posted to https://www.fbo.gov/ for electronic downloading.

This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons.

6. BID REPOSITORY AND BID OPENING:

6.1. A bid repository is provided for hand carried bids and is located at Montana Air National Guard, Building 60, Room 133 (Contracting Office), 2800 Airport Avenue B, Great Falls, MT 59404. Hand carried bids must be deposited in the repository prior to the time established for opening of bids. Bidders choosing to hand carry bids must coordinate with the Mr. Talon Urick (talon.urick@us.af.mil or 406-791-0403) for delivary of bids to the 120AW main gate, as visitor access is currently not allowed. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.

6.2. The bid opening will occur at the time and date specified in Block 13 of the SF1442 at Montana Air

National Guard, Building 60 Classroom, 2800 Airport Avenue B, Great Falls, MT 59404. All interested offerors and their major subcontractors are encouraged to attend the bid opening via teleconference. The call in number will be 425-436-6320, and the access code is 641597. The phone line will open 30 minutes prior to bid opening.

7. WAGE DETERMINATION:

7.1. Construction Wage Rates are applicable to this project are MT20200062, as shown in Section 00800.

8. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract.

9. CLAUSES:

9.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

10. DISPOSITION OF UNSUCCESSFUL BIDS:

In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids including the bid bond.

11. OFFERORS QUALIFICATIONS:

To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible
