About this file

This is a Questions and Answers document for Solicitation Number W507SK26QA003, the Security Forces CCTV System project, representing the second round of clarifications issued to prospective contractors.

The project involves installing a closed-circuit television (CCTV) system at a military installation with approximately 20+ camera locations across multiple buildings. Key deliverables include new IP cameras, a Network Video Recorder (NVR) to be located in Building 151, three monitoring stations, managed PoE/PoE+ network switches, UPS systems, and associated cabling infrastructure. The contractor must furnish all network hardware and cabling while utilizing existing telecommunications rooms and rack space. The system will operate on a Government-owned, dedicated Virtual Local Area Network (VLAN) with logically isolated traffic for security purposes. All equipment must comply with Unified Facilities Guide Specifications (UFGRS) and Unified Facilities Criteria (UFC) standards, with cyber security requirements mandating adherence to prescribed camera listings and UFC 3-580-01 specifications. An Authority to Operate (ATO) is required; the contractor provides equipment documentation while the Government handles network security submission.

Contractor responsibilities include coordinating with security forces for base access (14 duty days anticipated lead time), AT Level 1 and OPSEC training requirements, and obtaining necessary escorts for flight line and munitions storage area work. The contractor must design and install camera mounts on existing building structures utilizing internal building pathways (soffits, attics, drop ceilings, interior conduit) with no trenching, directional boring, or extensive core drilling anticipated. Surface-mounted and concealed conduit installations are permitted; concealed installations require contractor-performed sheetrock repair and finishing. Submittals require Government approval prior to procurement and installation, with detailed documentation specifications referenced in the Description of Requirements. The Government will provide IP addresses and base network connectivity; the contractor provides hardware, fiber, and cabling. Rack-mounted UPS units are preferred, and dedicated electrical circuits are anticipated at the central server location, though the contractor must verify local outlet availability at individual building facilities during design phase.

Answer: Coordinate with security forces personnel and Contracting Officer.

7. What is the anticipated lead time for obtaining base access credentials?

Answer: 14 duty days.

8. What is the anticipated lead time for obtaining flight line access credentials?

Answer: N/A.

9. What is the manufacturer of the existing Physical Access Control System (PACS)?

Answer: N/A PACS is not included in this project.

10. Is there an existing fiber optic backbone connecting the buildings included in this project?

Answer: There are 7 replacement cameras that do, however the remainder do not. Meaning additional conduit, wire, and hardware will be needed.

11. May the contractor utilize the existing fiber optic backbone for this project?

Answer: Yes, if it meets the specifications of the UFGRS and UFC requirements.

12. Are existing telecommunications rooms available for use by this project?

Answer: Yes.

13. Is rack space available within the existing telecommunications rooms?

Answer: Yes.

14. Can the Government provide drawings identifying the proposed location of the NVR?

Answer: Location of server will be in Bldg. 151.

15. Can the Government provide drawings identifying the proposed locations of the CCTV control stations?

Answer: See description of requirements and attachments.

16. Is surface-mounted conduit permitted within interior spaces?

Answer: Yes.

17. Is surface-mounted conduit permitted within mechanical rooms?

Answer: Yes.

18. Is surface-mounted conduit permitted within telecommunications rooms?

Answer: Yes.

19. If concealed conduit installation is required, is the contractor responsible for sheetrock repair, painting, and finishing?

Answer: Yes.

20. Will trenching be required between any buildings?

Answer: All new cameras are structural mounts on existing facilities and utilize internal building pathways (soffits, attics, drop ceilings, and interior conduit) to reach network closets.

21. Will directional boring be required between any buildings?

Answer: No.

22. Will core drilling be required between any buildings?

Answer: Extensive core drilling between buildings or through solid structural foundations is not anticipated.

23. Is the contractor required to furnish new PoE/PoE+ network switches, and will they be installed in existing racks?

Answer: Yes, the contractor must furnish the PoE/PoE+ switches. Install them in existing network racks that have available ports.

24. Is power available within existing network racks for new PoE switches?

Answer: Yes.

25. Is cooling available within existing network rooms for new PoE switches?

Answer: Yes.

26. Will the Government provide IP addresses for all devices associated with this project?

Answer: Yes.

27. Will the Government provide network connectivity for all devices associated with this project?

Answer: Contractor needs to provide hardware, fiber etc.

28. Will the video surveillance system operate on a Government-owned network?

Answer: Yes.

29. Will the video surveillance system operate on a dedicated surveillance network?

Answer: Yes. The video surveillance system will operate on a dedicated Virtual Local Area Network (VLAN) logically isolated from standard base computer network traffic to ensure security and bandwidth control.

30. Are there any cyber security requirements for this project?

Answer: Yes, all cameras and hardware need to be IAW UFCs, UFGRS, and prescribed camera listing.

31. Is an Authority to Operate (ATO) required for this system?

Answer: Yes, an ATO is required because the cameras will connect to the base network. The contractor is responsible for providing equipment manuals and spec sheets for all cameras and switches. The government (Base Comm) will handle the network security submission.

32. Can the Government provide a preliminary camera location schedule or mounting plan?

Answer: See attachments to description of requirements.

33. What is the plan for cameras proposed for light pole installation, including power, communications, and cabling?

Answer: The camera plan has shifted to using existing buildings with a power source, rather than light poles. One camera location is still in question and may use a light pole, but boring is not anticipated.

Gamechanger cable is acceptable for this application as long as it meets UFC 3-580-01 specifications.

34. Should storage calculations assume continuous recording for all cameras?

Answer: Storage calculations should account for camera type and resolution requirements.
