About this file

This document is a Questions and Answers file for a federal contract opportunity for video surveillance system (VSS) installation at a military facility.

The project involves new installation of exterior and interior cameras across multiple Air Force facilities with 30-day continuous recording capability at Full HD 1080p minimum resolution (1920x1080/2.1 megapixel) at 15 FPS, with higher resolution desired at gates for facial and license plate identification. All camera equipment and video management systems must be listed on the Air Force Life Cycle Management Center Non-Nuclear Configuration Management Database (AFLCMC CMD) Equipment Approval Listing. Wiring requirements mandate Shielded Category 6A (Cat6A) cabling with Power over Ethernet (PoE/PoE+) support, rigid metal conduit (RMC) for all exterior and exposed interior runs in non-secure areas, plenum-rated (CMP) cabling for interior plenum spaces, and compliance with standard 100-meter copper run limits—with fiber-optic backhauls or network extenders required for longer distances. Outdoor cameras must include lightning and surge protection bonded to facility ground at building entry points. The facility is multi-building with varied construction ages (1950s-1990s), predominantly hard-lid ceilings, brick/concrete/metal/hardened material perimeter walls, metal and concrete-filled door frames, and exterior camera heights ranging from 8 feet to 50 feet on light poles and building-mounted locations. A UPS system is required providing minimum 4 hours backup power (or 15 minutes bridging power if tied to facility emergency generators). The project includes drilling through walls, extensive conduit runs, and routing through vertical utility and plumbing chases in multi-story billeting facilities. Equipment substitutions are permitted if items meet specified criteria and appear on AFLCMC CMD listings. The contractor receives after-hours access without additional cost except in controlled areas (Flight Line, Munitions storage, Dormitories with curfew restrictions). The site survey will confirm exact cabling footage requirements, UPS sizing, and specific routing anomalies.
