About this file
This is an Industry Questions and Answers document providing clarifications to prospective offerors on a federal contract opportunity.
The document establishes four key requirements for the procurement. First, all physical and electrical parameters listed in the Salient Characteristics—including footprint, weight, power, and temperature—are firm, mandatory thresholds with no deviations permitted. Second, the production capacity limit of 10 L/Day is a firm maximum cap that cannot be exceeded. Third, the Nonmanufacturer Rule applies to this total small business set-aside for supplies, requiring offerors to provide an end item manufactured by a domestic small business under NAICS code 325120. Fourth, no minimum warranty period is required; the standard commercial warranty accompanying the proposed system is acceptable. These clarifications establish rigid compliance parameters that offerors must meet without exception to be evaluated competitively.

Industry Questions and Answers
The following clarifications are provided to all prospective offerors:
• Question 1: Are the physical and electrical limits (footprint, weight, power, temperature) strict mandatory limits?
• Answer 1: Yes. All physical and electrical parameters listed in the Salient Characteristics are firm, mandatory thresholds. No deviations will be evaluated or accepted.
• Question 2: The salient characteristics state production capacity must "not exceed 10 L/Day." Is this a maximum cap?
• Answer 2: Yes, 10 L/Day is a firm maximum limit for the daily production capacity.
• Question 3: Does the Nonmanufacturer Rule (NMR) apply to this procurement?
• Answer 3: Yes. This is a total small business set-aside for supplies, so the
Nonmanufacturer Rule applies. Offerors must provide an end item manufactured by a domestic small business under the corrected NAICS code 325120.
• Question 4: Is there a minimum required warranty period?
• Answer 4: No. The standard commercial warranty offered with the proposed system is acceptable.
