Is it safe to assume that all existing temperature, humidity, pressure, flow sensors, etc...Would be replaced with new due to possible out of calibration issues on existing? Since the current DDC System is not working at full capacity and I can only see some and not all points, I would verify the sensors first because there are a few that are out of calibration. As far as all the other devices, you should be able to reuse, if it’s not working, it would be on the Guard to replace them, and there are some components that will need replacing.

58. Is Subfactor 3: Quality Control subject to a page limit? No page limit, please note the Quality Control Plan is not required at this stage. Provide detailed explanation of how issues are dealt with.
59. In the "Instructions to Offerors" section, quality control is only mentioned as part of Subfactor 3, however, the "PROPOSAL EVALUATION AND BASIS FOR AWARD" section includes Quality Control as part of both Subfactor 1 and Subfactor 3. Please clarify where Quality Control is to be discussed and evaluated as part of bidder proposals. Subfactor 3.
60. Does the government require that 3 references be provided for each company involved in the proposal response (including prime company, partners, and subcontractors), as well as for individual key personnel? Or are additional references only required if the prime contractor lacks sufficient past performance references (as in Sec. 2.4.3.9)? Only required if Prime lacks sufficient past performance.
61. Please clarify what is meant by "formal teaming agreement". Does the government require that companies bidding as part of a traditional/standard Prime/Subcontractor teaming arrangement provide past performance references for all companies involved? Or is this reserved for formal / specialized partnerships (i.e. JVs, mentor‐protege relationships, etc.)? Also, if all companies who are part of the bidding team are required to provide Exhibits A and C, does each company submit 3 of each, or would the requirement still be 3 total for the entire bid package? Yes, this is specific to JVs and Mentor‐Protégé relationships.
62. Please clarify what specifically is meant by "in this format". Does this mean that bidders must fill their information into the document provided and include it as a separate attachment, or are bidders permitted to incorporate the questions and answers within their response, provided that formatting is exactly the same as that in Exhibit A? Include Part 1 in a separate attachment.
63. If the information in Part 2 is only required once, should bidders fill in the same information in Part 2 of each Exhibit A document, or should only one Exhibit A Part 2 be filled out, while the rest remain blank? Part 1 will be completed 3 times, Part 2 will be completed 1 time.
64. Is it the government's intention the these sub‐factors are discussed as part of Exhibit A responses or separately? Also, are these sub‐factors to be discussed from the standpoint of overall project performance (as in Exhibit A, Part 2), or from the perspective of individual project performance (as in Exhibit A, Part I)? Yes, these are reviewed within Exhibit A, by answering the questions.
65. The DE ANG facility already has in place a JCI Utility Monitoring System. Building level Gas and Electric meters are installed in ten (10) buildings and connected to the campus METASYS Utility Monitoring System front end. Based on the above, is it the intent under this Solicitation to tie into the existing building JCI gas and electric meters and add compatible gas and electric meters to the remaining buildings at the site? Utilize the existing meters in the 10 identified buildings
66. Please clarify what is meant by “The contractor shall include electrical metering, or current sensing, boilers and pumps”. Current sensing to show equipment is on/off
67. Please define “building level sub‐metering” as intended above. Sub‐metering; not all facilities have utility meters so the use of the additional meters show the use at the building level.
68. If it is it the intent under this Solicitation to furnish and install new gas and electric meters in the facilities without meters, what are the line sizes of the gas mains entering the following buildings?
not installing new meters
69. What are the line size of the water mains entering the individual buildings? 2600 2.5", 2610 2", 2801 2", 2803 2.5", 2805 3", 2815 2", 2819 2", 2821 3", 2900 3", 2902 4"
70. SF1442 notes that funds will not be available for this project until possibly 09/30/2020, but requested schedule notes a notice to proceed date of 08/01/2020 and requests that bidders provide schedules starting on 08/01/2020. Does the government anticipate that a successful bidder / awardee will be required to work at risk for the first 60 days of contract performance for this requirement? The date was chosen as a potential start date. Due to delays, the start date will be later. Using 08/01/2020 will ensure everyone has the same timeframe.
71. A Management Plan is mentioned in Sec. 2.2.3.2. / Pg. 22, but is not mentioned elsewhere in the Solicitation. Is a formal Management Plan intended to be included in bidder responses? While a formal plan isn't required, the proposal, as noted in the next sentence, should "address the full spectrum of activities involved in the management of a resulting contract in a manner that gives the Government confidence that the offeror understands all of the requirements". If they decide to submit actual plans in order to answer that, that's fine, but the intent is just that their proposal narrative meets that evaluation criterion.
72. This section regarding Quality Control evaluation has been placed as a subset of the Evaluation Factors related to "Subfactor 1: Experience and Capability Proposal". Is it the government's intent that Quality Control procedures be evaluated as part of Subfactor 1? Should bidders include a duplicate section regarding Quality Control procedures as part of their Subfactor 1 content, or should Quality Control procedures be considered to be part of Subfactor 3? The intent is that all QC information for subfactor 3 be included in subfactor 1. The government will consider the entire proposal when evaluating each subfactor.
73. An Organization Plan and a Management Plan are not included in the requirements listed in the "Instructions to Offerors" section, but is mentioend in the "PROPOSAL EVALUATION AND BASIS FOR AWARD" section. Please advise if an Organization Plan and a Management Plan are required as part of the proposal response package.
74. If any of the Key Personnel presented in proposal responses were not involved in the projects referenced by the prime contractor, is it the government's requirement that 3 references are provided for each of those key personnel in addition to the references provided by the prime contractor? Or should this section instead be interpreted as a note that the government may choose to obtain additional reference information if they see fit (as in Sec. 2.4.3.12)? Note that the government may choose to obtain additional reference information if they see fit (as in Sec.
2.4.3.12)?
