About this file

This document is a Contract Data Requirements List (CDRL) and related federal contract opportunity solicitation. The CDRL outlines pre-functional testing report requirements for the installation and integration of a Direct Digital Controls system in eleven buildings currently using an Alerton system, two buildings using a Johnson Controls system, and one new building installation at a secure military facility. It requires the contractor to document proper startup, equipment installation and configuration, wiring, alarms and safeties, loop tuning, and network traffic. One electronic copy of the report is due at a date specified in the contract.

The related federal contract opportunity is a solicitation from the Delaware Army National Guard to upgrade HVAC controls to a DDC system in the fourteen buildings. The estimated value is between $1,000,000 to $5,000,000. The pre-proposal site visit will be held in-person the week of June 9th, and funds are anticipated to be available by September 30, 2020. Bid bonds are required and payment/performance bonds and insurance will be required upon award. Offerors must be registered in SAM and successfully complete background checks to access the secure military facility.
