About this file

This file is a Questions and Answers document for federal contract opportunity W50S6V26R0002 for Mess Attendant (KP) Services. The document addresses two clarifications requested by potential bidders regarding the Performance Work Statement (PWS).

The first clarification addresses footwear requirements, where conflicting language existed between PWS Section 3.4 and Section 8.0. The government confirmed that steel-toed shoes are the preferred footwear but are not a mandatory requirement, and the PWS has been revised to eliminate this confusion. The second clarification addresses minimum staffing levels, where Section 11.1 referenced a minimum of 6 employees while Section 1.4.3.1 required an on-site contract supervisor. The government revised the PWS to remove specific personnel mandates, clarifying that contractors must determine and provide sufficient staff to meet all performance requirements, with the only requirement being a designated supervisor. The government noted that historically a team of six has been adequate but this is not a binding directive; each vendor is responsible for determining adequate staffing levels.

Questions

Q1: PWS Sections 3.4 and 8.0, Footwear Requirement:

Section 3.4 states that steel-toe shoes are "preferred." Section 8.0 states that steel-toed shoes "shall be worn at all times while performing work under this contract." Please clarify whether steel-toe shoes are required or preferred for contractor personnel.

A1: Please note that steel-toed shoes are the preferred footwear, however they are not a requirement. The PWS has been revised to eliminate any confusion on this.

Q2: PWS Sections 1.4.3.1 and 11.1, Minimum Staffing:

Section 11.1 requires the contractor to furnish a minimum of 6 employees. Section 1.4.3.1 requires a full-time contract supervisor on site who is responsible for the performance of the work. Please confirm whether the on-site contract supervisor is included within the minimum of 6 employees, or is required in addition to the 6.

A2: The PWS has been revised. We will not dictate the number of personnel required, provided the contractor can supply sufficient staff to meet all performance requirements. For a historical reference, a team of six has been adequate in the past, but this is not a Government directive.

Each vendor is responsible for determining and providing sufficient personnel to meet the requirements, one of which must include a designated supervisor."
